Alternative Speed Abatement Program
The Alternative Speed Abatement Program (ASAP) allows residents to participate in addressing neighborhood traffic speed concerns.
Participation is voluntary and subject to eligibility requirements including neighborhood involvement. The program was created to give residents an alternative to adding stop signs or requesting speed enforcement. Download the infographic here(PDF, 59KB).

Eligibility Criteria
Step 1 - Determining roadway eligibility
Is the street public?
Unfortunately, private streets are not eligible for this City cost-sharing program. If you’re not sure whether your street is public or private, click here.

Step 2 - Is the street classified as a neighborhood, connector or industrial street?
To be eligible, a street must be classified as a neighborhood street, connector street or industrial street. In the City’s comprehensive plan, planokc, a street’s classification is referred to as its “typology." This link takes you to the planokc interactive map.
Note: When the map opens, it defaults to Land Use Typology. Follow the steps to turn off the land use overlay and turn on the street typology overlay:
1. Open the map Legend.
2. Uncheck the Land Use Typology box and click the check-box beside Street Typology.
3. Click on the street and its typology will display. Clicking on a street is the only way to determine its classification.
Usually, neighborhood streets are light gray, connector streets are dark blue and industrial streets are purple. If your street falls within a planokc design district you will need to follow the link to the design district document and search to find the street typology.
Is the posted speed limit 30 miles per hour or less?
The speed limit must be 30 miles per hour (mph) or less for all speed abatement features.
If you answered yes to the three participation criteria above, you can move on to the remaining steps.
Traffic Services staff will guide you through the remaining steps. Making an informed decision is critical since the features require a significant investment. Neighborhood support and participation through the process is essential and cannot be stressed enough.
Step 3 - Choose a Feature
There are four program features. Each can be used by themselves or can be used in any combination.
Each feature carries a different level of neighborhood agreement. Speed cushions require the greatest demonstrated level of neighborhood agreement.Building neighborhood consensus before applying for program participation cannot be stressed enough.
Street Alert(PDF, 100KB) - white pavement markings permanently affixed to the roadway surface with messages such as “stop ahead,” “yield,” and “slow.”
Driver Feedback Sign(PDF, 205KB) - permanently mounted, interactive signs that displays the speed of a vehicle as it approaches. These signs are available with a variety of display features and come in a variety of sizes. Larger, more full-featured feedback signs are available at higher costs.
Speed Hump/Speed Cushions(PDF, 19KB) - a rounded, raised section of roadway approximately twelve feet in length (in line with the street) with a maximum height of three inches with wheel paths cut through it to accommodate wide-wheelbase vehicles.
Mini Roundabout(PDF, 91KB) - a circular median sized to fit within a neighborhood intersection without restructuring of existing roadway curbs.
Step 4 - Deliver program application to Traffic Services
Completed initial program applications can be delivered via e-mail, mailed or dropped off.

Step 5 - Demonstrate local support
ASAP administration staff will review the application for eligibility and determine what is needed to demonstrate support.
Staff will guide the process and provide appropriate forms, help determine the petition canvass area, if needed, and provide model agreement/no objection letters you can tailor to suit your specific needs.
Step 6 - Deposit your share
Staff will develop a detailed construction cost estimate and determine your share. The City’s funding is limited to covering the cost of program eligible devices and materials. For example, a mini-roundabout, the City’s match will not match the cost of landscaping, irrigation, custom lighting, etc. Mini-roundabouts do not qualify for City maintenance.
Upon deposit of your share, the City will match and commence ordering materials. The City will oversee construction and assume maintenance as program funding allows.
