Boat Stall Rentals

The Oklahoma City Utilities Department rents dry and wet boat stalls to the public at Lake Hefner and Lake Stanley Draper. For more information about boat stall rentals, call OKC Utilities boat stall staff at (405) 297-2422, Ext. 2 between 8 a.m. and 5 p.m. on weekdays.

Rental Priority

All dry and wet boat stalls are rented first come, first serve. If a particular wet stall size requested is unavailable, you may be added to the waitlist and will be contacted when the size you have requested becomes available. Rental Requirements

To qualify for a dry or wet boat stall permit, you must have a valid Oklahoma state boating license and Oklahoma City boating permit. You will need your boat title or registration information to purchase a boating permit. Before you rent, make sure you are aware of our boat stall rental policies in the drop-down below.

Boat Stall Rental Policies

Pursuant to City Ordinance 38-249 (b), the polices, adopted in 2010, are hereby reissued as amended: I. An application form is hereby adopted, please see the attached forms. Any person wishing to lease either a wet or dry stall at a City lake, must complete the application form. The application form must be filled out legibly.

City Ordinance 38-247 (c), requires that the pennit application must include:

A copy of the title, registration, state permit and city permit for the vessel;
Photo identification of the applicant;
Payment of all fees;
Acknowledgement of the applicant indemnifying the City and the Water Trust

In accordance with City Ordinance 38-248, any person leasing a wet or dry stall shall keep the stall in a clean, wholesome, sanitary and sightly condition and shall not permit debris or prohibited items to be installed, placed on or accumulate in or about said stall, public boat docks, or dry storage area. For the purposes of this policy, the terms "clean, wholesome, sanitary and sightly condition" shall include:

The vessel stored in the stall (whether wet or dry) shall only store items inside the vessel that may be used while the vessel is in use;
The paint on the vessel stored in the stall (whether wet or dry) shall not be peeling, chipping, cracking or overly worn;
In accordance with City Ordinance 38-248 (c), the vessel stored in the stall shall be covered and/or secured with marine materials manufactured for the purposes of securing or protecting a vessel. Such materials shall be free from tears, rips, cracks and are not overly worn;
The vessel stored in the stall shall not contain mold or bottom growth;
The wet or dry boat stall and area around the vessel shall not contain refuge, trash, clutter or be a location where major repairs or work on the vessel occurs.

City Ordinance 38-248 (e), requires that no permanent item be placed or stored in a wet stall, except a locker that meets the policy requirements of the Utilities Director.

City Ordinance 38-247 (b), requires:

Only navigable vessels be docked in a wet stall or parked in a dry stall. For the purposes of this provision, for a vessel to be navigable, the vessel must: 1. Be watertight; 2. Not be deteriorating (no exposed wires, no ripped or tom interior, must have a way for the vessel to be steered); and 3. Have a way to be propelled;
Trailers: Only operable trailers may be stored in a dry stall. For the purposes of this provision, for a trailer to be operable, it will not have any flat tires, and will have the ability to move and be able to support the weight of the vessel(s);
Ownership of the vessel and/or trailer must be demonstrated before a wet or dry stall is leased. A stall can only be leased to the person whose name appears on the title or registration for the vessel or trailer, and proof that a city boat permit was issued for the vessel to be stored in a wet or dry stall, before the wet or dry stall can be leased.

City Ordinances 38-247 (b) and 38-246 (e), allows for only one vessel or trailer to be stored in either a wet or dry stall. A trailer that is constructed by the manufacturer to store more than one vessel ( examples include a trailer that houses two sea doos or can house more than one kayak or canoe) are allowed.

City Ordinance 38-245 (a) requires that all vessels and trailers shall be completely stored within the rented stall. Any vessel, trailer or personal property not completely contained within the rented stall shall be subject to removal. For dry stalls, the stall dividers shall not be moved.

City Ordinance 38-211 (a) prohibits the hunting, shooting, capturing or killing of any animals on City Lakes, including the wet and dry stalls, located at Lake Hefner and Lake Stanley Draper.

City Ordinance 38-246 ( d) prohibits the assignment or subleasing of a wet or dry stall, except pursuant to a policy adopted by the Utilities Director. If the vessel identified in a wet or dry stall lease is sold by the current lessee, the wet or dry stall may be assigned to the new owner of the vessel, provided: A. B. The new owner completes the attached application form; Provides all the information required by City Ordinance 38-247 (c), as identified above; and C. The vessel and/or trailer meet the requirements of this policy.

Payment

Boat stalls are rented annually; however, daily rentals are also available. Boat stall renters may choose to pay annually or via monthly installments.

The City of Oklahoma City offers the following payment options:

Current Oklahoma City Utilities customers (water, sewer or trash) may pay for their rental permit fee in a single annual payment or as monthly installments via their monthly OKC Utilities bill.
All other rental permit holders must pay using the Accela Citizens Portal (ACA). The portal can only accept one payment transaction at a time based on the invoiced amount. It cannot accept overpayments or partial payments, nor does it store payment information for autopay or monthly withdrawals.
Customers who pay through the ACA have the option to be invoiced monthly or pay the full annual rental permit fee once per year.
For customers with multiple boat stalls, each boat stall will be set up as a separate account and invoiced accordingly. Each boat stall payment will be processed as a separate transaction.

Boat stall permits auto-renew annually on the anniversary date of the current rental permit unless the permit holder cancels the permit at least 30 days prior to the anniversary date.

Wet Stall Rentals

Wet stall rental provides the convenience of storing your boat on the water and in a locked stall area. Electrical power (110v and 220v) is available at each wet stall. Potable water is only available at the boat ramp entrance.

Wet stalls require a fob and PIN, which are issued by the marina upon completion of a boat stall rental permit. Wet stall rentals include one fob per rental permit. One additional fob is available with a $25 deposit.

Dry Stall Rentals

Dry stall rental provides the convenience of storing your boat and/or trailer in a fenced and locked area at the lake.

Only navigable boats and boat trailers listed on the boat stall permit can be stored in the dry stalls. Trucks, campers, and other items are not permitted.

Sailboats may be stored in the dry stalls with the mast up.

Dry stalls require a combination code which is issued by the marina upon completion of a boat stall rental permit.

Other Information

If you need Lake Patrol, call 911 and request Lake Patrol assistance.
Lake hours are 5 a.m. to 11 p.m., except for permitted activities, such as boating and fishing. Permits allow use of the lakes 24 hours a day, seven days a week.
Dry and wet stalls are accessible 24 hours a day, 7 days a week.
Only the boats listed on the permit can be stored in dry or wet stalls.
All items must be stored on the watercraft or taken with you at the end of the day.
Boat stall rental permits are not transferable.
Under the Terms and Conditions of the boat stall rental permit, renters release, indemnify and hold harmless the City If there is a loss or damage to property stored in the dry or wet stalls.
