Boat Stall Rental Permits

The Oklahoma City Utilities Department issues boat stall rental permits to the public at Lake Hefner and Lake Stanley Draper. Both wet stalls and dry stalls are avialble on an annual or daily basis. Permit holders may choose to pay annually or by monthly installment.

All boat stalls are rented on a first-come, first-serve basis. If a requested wet stall size is unavailable, you may be added to the waitlist and will be contacted when a stall of the size requested becomes available. To be added to the waitlist, complete and return the form for your preferred marina below.

Rental Qualifications

To qualify for a dry or wet boat stall permit, you must have a valid State boating license and Oklahoma City boating permit. You will need your boat title or registration information to purchase a boating permit.

Terms and Conditions

The Terms and Conditions below are included as part of the Rental Permit Agreement. All boat stall rental permit holders are required to abide by the boat stall rental policies as well as the Terms and Conditions when agreeing to obtain a permit with the City of Oklahoma City. The text below is for information only and is not considered a legal document. Boat rental permit applicants will be asked to sign the same Terms and Conditions as part of their agreement with the City of Oklahoma City.

TERMS AND CONDITIONS

This rental permit does not create a property right in the permittee, owner or other person. The City of Oklahoma City ("Oklahoma City") reserves the right to revoke this rental permit in its sole discretion for cause or without cause at any time during the permit period. Violation of any of these provisions or Oklahoma City ordinances or policies by permittee or his/her agent, guest or invitee shall be cause for immediate revocation of this renal permit by Oklahoma City. I agree, in the event this rental permit is revoked, the rental permit fee will not be refunded and I will, at my own expense, remove the boat, boat trailer, and/or any other personal property within ten calendar days. Upon expiration of this permit, my boat, trailer and other personal property may be removed or impounded at my expense by Oklahoma City or a wrecker service at any time. I agree to pay and/or reimburse Oklahoma City for any cost incurred by the removal, storage andor disposal of my boat, boat trailer and/or personal property moved or removed from wet or dry stall pursuant to state law, Oklahoma City ordinances and/or policies. I agree to pay and/or reimburse Oklahoma City for any damage to the stall(s), public boat docks, and/or dry storage areas caused by me, by my boat, trailer and/or vehicle, and/or by my agents, guests and/or invitees. I acknowledge and understand that neither Oklahoma City nor the Oklahoma City Water Utilities Trust guarantees the water level in any City-operated reservoir. I understand and agree to the terms and conditions below.

  1. In consideration of the issuance of this rental permit, I do hereby release, indemnify and hold harmless The City of Oklahoma City and the Oklahoma City Water Utilities Trust ("OCWUT") from any liability for any personal injury incurred by me and from any loss or damage incurred by me or any co-owner of any boat, boat trailer and/or other personal property on the City-operated reservoir, incurred as a direct or indirect result of theft, change in water level, act of nature, act of God, weather or act of a third person, removal or impoundment by Oklahoma City, otherwise, while using or occupying a stall, the public boat docks, the dry storage areas and/or a City-operated reservoir. 
  2. Permittee is responsible and legally liable for all personas, who the permittee allows to use or have access to the assigned stall and/or his/her boat. Permittee is responsible and liable for properly securing his/her boat, boat trailer and personal property in accordance with Oklahoma City ordinances and policies and best practices for same.
  3. NO REBATE of the stall rental permit fees will be made.
  4. Permittee must timely pay and remain current on all Oklahoma City utility bills (water, wastewater and trash collection), and any other City account(s) jointly or individually, in the Permittee's name. In addition, if Permittee becomes delinquent in payment of rental permit --fees, past due interest, or return check fees, it may result in termination of this Rental Permit and eviction proceedings may be initiated. 
  5. The boat registration and Oklahoma City boat permit for the boat assigned to the stall much be current and must remain current throughout rental period.
  6. Permittee shall maintain the stall and the area surrounding the stall in a clean, wholesome, sanitary and sightly condition.
  7. The stall shall be occupied ONLY by the boat(s) and/or trailer listed on this rental permit. Neither this rental permit nor the stall for which it is issued may be assigned or sublet by the permittee. Provided however, the Director may, upon his written approval, transfer the stall in accordance with Oklahoma City ordinances and policies. I agree not to attempt to assign, sublet, or transfer this rental permit or the stall to another either temporarily or otherwise, without the prior written consent of the Director.
  8. This permit will be auto-renewed annually. The permittee may, in accordance with Oklahoma City ordinances and policies, be issued the same stall for the next rental permit period. Permittee must contact the Utilities Administration Property Management group at (405) 297-2422 to cancel this rental permit at least 30 days prior to the expiration of this permit.
  9. All rental permits expire and all stalls must be vacated on the last day of the rental permit if not renewed. Permittee agrees to restore the stall upon the expiration or revocation of this rental permit to the same (or better) condition as existed at the commencement of this rental permit, ordinary wear and tear accepted Furthermore, permittee shall not build, place, erect, or install any structure or do any work of any kind at the stall, public boat docks or dry storage areas except as expressly authorized by the ordinances and policies of Oklahoma City. Except as otherwise provided in writing, all authorized improvements shall become the property of Oklahoma City upon acceptance.
  10. Oklahoma City has the right to relocate boats and/or boat trailers to another stall, wet or dry, at any time it deems necessary or in the best interest of Oklahoma City and the operation of the public boat docks and dry storage areas. 
  11. Oklahoma City shall have the right to move, remove and/or dispose of any boat, boat trailer and.or personal property ("personal property") in or remaining in a stall with: an expired or revoked rental permit, expired boat registration, expired Oklahoma City boat permit or not in compliance with this rental permit or Oklahoma City ordinances or policies. Oklahoma City shall have the right to take possession of any such personal property and dispose of it to satisfy any unpaid fees or charges in accordance with applicable law.

Permit Account Questions

I am a new customer. How do I apply for a boat stall rental permit?

To apply for a wet or dry boat stall, you must first create a user account on our Accela Citizen Access portal (ACA). A valid email address is required for registration. Once you create your account, you will receive an email confirmation. All emails generate by the City will come from [noreply@okc.gov]. Please check your spam or junk folder to ensure receipt. 

You can then apply to rent a boat stall using the instructions provided.

If you have interest in a specific boat stall (wet or dry), check our map to see what is available. Several stalls are waitlisted due to high demand. Should you wish to apply for a boat stall that is already taken, we will add you to any current waitlist.

Do I have to set up an account on the new portal?

Yes. All boat stall renters must have an account registered on the Accela Citizen Access portal. All transactions, including rental permit renewal, payments, document management for your photo ID, registration, State boating license and OKC boating permit will also be conducted on the portal.

How do I make payment?

For current Oklahoma City Utilities customers,* we offer two ways to make payment:

1. Monthly installment payments can be billed to your current OKC Utilities account, and can be included on autopay. Utilities customers may also choose to pay monthly using the Accela Citizen Access Portal, but autopay is not available.

2. Annual payments must be made by credit card (Visa, Mastercard and Discover Card only) through the Accela Citizen Access Portal (ACA). We will not accept annual payments at the OKC Utilities Department.

*Utilities customers have a current water, wastewater or trash/recycling account with the City of Oklahoma City.

For non-OKC Utilities customers:

All transactions, including invoicing and payment, must go through the Accela Citizen Access Portal. Invoices will be sent out monthly to the email address we have on file, which is the email address used to set up your account on the Accela portal. If you are not receiving invoices from [noreply@okc.gov], please check your “junk” or “spam” folder so we may contact you. You may also wish to tag this email address as “safe” so emails go into your primary Inbox.

Currently, there is no autopay feature on the ACA, so permit holders will need to log in monthly to make payment.

How do I renew my boat stall permit?

Your boat stall rental permit will auto-renew each year on the anniversary date of the current rental contract unless you call to cancel it at least 30 days prior to the renewal/anniversary date.

We will send you an email reminder 45 days before your anniversary date using the email address used to set up your ACA account. Please check the junk or spam folder connected to your email account for correspondence from us. Please mark our originating email address [noreply@okc.gov] as "safe."

Once registered, all permit holders can log into their Accela account to see their annual renewal date. If you do not receive notification of renewal please contact a member of our property team at (405) 297-2422, Option 2. 

Can I cancel my rental permit?

Yes. You may cancel your rental permit at any time, but per the application terms and conditions, you will be billed for any remaining balance left on that year’s rental before it can be cancelled. If you call to cancel within the 30-day cancellation window before your rental anniversary date, you will not need to pay anything else.

I plan to sell my boat. Who do I contact about my boat stall?

If you sell your boat and plan to vacate your current boat stall, please call (405) 297-2422 and speak with a member of our property team. If you sell your boat in the middle of your current rental permit year, you will be invoiced for the remainder of that permit year.

Boat stalls are non-transferable.
If the new owner of your boat wishes to retain the boat stall, they will need to create a new account on the Accela Citizen Access portal and apply for a new boat stall rental permit.

The Oklahoma City Utilities Department will make every effort to help the new owner keep the same boat stall if requested. The new owners will need to contact the OKC Utilities Department once they have registered an online account, and our staff will work with them to select a boat stall that suits their needs. 

Is the City responsible for any property damage or loss?

No. Per the Boat-Stall-Rental-Policies(PDF, 1MB), the City is not liable for any damage or loss to property stored in the City’s dry or wet boat stalls.

 

Wet/Dry Boat Stall Questions

How do I access my boat stall?

City boat stalls are accessible 24 hours a day, 7 days a week.

OKC Utilities staff will provide each boat stall renter with a security code that allows access to their individual boat slip area. The code will be provided once the rental application is issued.

Access codes are provided for: 

              Lake Hefner – Wet and dry stalls
              Lake Draper – Dry stalls

Renters atLake Draper wet stalls will be provided with a key fob. Fobs can be obtained at the Draper Marina once all documentation has been received and the permit is issued. Each boat stall rental includes one fob per rental permit. One additional fob is available with a $25 deposit. All fobs must be returned at the time of cancellation.

Am I allowed to store items in the wet stalls?

Please store all personal items on your boat, or take them with you at the end of the day. The City of Oklahoma City is not responsible for any personal items that are lost or stolen from the boat stall areas. Lock boxes may be used on the wet stalls only.

Absolutely no fuel or other hazardous chemicals can be stored on your boat or in your wet or dry boat stall.

Can I store my personal watercraft (Jet Ski, Wave Runner, etc.) in a boat stall?

Yes. You may store your personal watercraft in a wet or dry stall.

For wet stalls: Only one personal watercraft unit is allowed per wet stall.

For dry stalls: You may store one individual personal watercraft or one trailer per dry stall. Multiple personal watercraft (Jet Ski, kayak, etc.) may be stored in a single dry stall if they all fit on a single trailer.

Can I store my sailboat in the dry stalls with the mast up?

Yes.

Can I store trucks or campers in the dry stalls?

No. Only boats and boat trailers may be stored in the dry stalls. Any boat or trailer stored in a dry stall must be in working order, ready for use, and not in need of significant repair. No other vehicles are allowed. The discovery of other vehicles in the dry stall may lead to automatic termination of your rental permit without a refund.

Can I store a boat other than my own in my dry or wet stall?

No. Each boat stored must be tied to the rental permit number on file. If you need to update your boating information, contact a member of our property team at (405) 297-2422, Option 2.

 

Is electricity available?

Electrical power (110v and 220v) is available at each wet stall. Dry stalls have a few points of electric contact, but outlets are not available at each individual stall.
