Prequalification Requirements for Contractors and Subcontractors
Contractors and subcontractors must undergo a prequalification process for projects involving:
- Public construction contracts
- Private improvements that may transition to public property
- Work on public property or within the right-of-way
Please note that any work obstructing street or sidewalk access is deemed unauthorized until all necessary permits have been secured. Additionally, work zone permits should be submitted at least two full workdays prior to the request.
Local Bidder Preference:
On May 30, 2025, Oklahoma lawmakers passed Statute 61 O.S. § 103, which took effect on November 1, 2025. The bill amends the Oklahoma Competitive Bidding Act, adding a local bid preference for:
- Public construction contracts over $100,000
- Construction management trade contracts and subcontracts over $50,000
The resolution(PDF, 437KB) for the implementation of local preference in Public Construction Projects was adopted by City Council on January 27, 2026.
