Homeowner Rehabilitation Assistance

The Home Exterior Maintenance Program (HEMP) helps eligible City of Oklahoma City homeowners (who reside in the home as their primary residence) with exterior housing concerns that violate the City's exterior minimum property standards. This program covers most exterior repairs and offers grant funding up to $24,000 per house for necessary repairs.

• You must live within the Oklahoma City limits.
• You must live in and own the home.
• You must not owe any property taxes.
• Current on your mortgage.
• Your household income can't be more than 80% of Area Median Income AMI. See the table below.

Housing Rehabilitation Programs Income Limits

• Your home must be in a relatively sound condition with visible exterior violations.
• The cost of repairs needed to correct all exterior violations will not exceed $24,000.
• Your home cannot be in a FEMA flood zone.
• Your home's value can't exceed HUD's Value Limits.

Identification

• Photo identification - homeowner(s) only.
• Social Security cards - all household members.
• Power of Attorney documents (if applicable).

Property Ownership

• Use this OKC City Limits Map to find out if you live in Oklahoma City.
• The deed to your home. This is a paper that says you are the owner.
  • If you have been divorced and your ex-spouse's name is still on the deed, provide a copy of your divorce records.
  • If someone who co-owned the house has passed away and their name is still on the deed, provide a copy of the death certificate.
  • If other owners’ names are on the deed besides yours, but they don't live there, provide a signed paper from each owner attesting to their current residence. This paper must also be notarized.
  • If you need help with your deed, you need to contact the County Clerk's Office.

• Most recent utility bills, such as water, electricity, and gas. Bills must be in your name and not shut-off notices.

• Most recent Mortgage Statement showing the following:
  • How much did you first borrow?
  • How much do you still owe?
  • Your monthly payment amounts.
  • Any extra money you pay for property taxes and homeowners' insurance (this is called escrow).

Financial Information

The following is for every household member who is older than 18:

• Income Verification - Official letters for the following: Social Security, Temporary Assistance for Needy Families (TANF), VA Benefits, Pensions, Alimony, Interest Income, Worker's Compensation, Contributions from Family Members, Rental Income, Dividends or Royalties, Unemployment Benefits, and others.
• Pay Stubs - Most recent pay stubs for two (2) consecutive months.
• Official Bank Statements - Most recent checking and savings account statements for two (2) consecutive months and you will need to explain all deposits.
• Tax Documents- If you file taxes, provide signed copies of the most recently filed state and federal tax returns along with applicable supporting documents (i.e. 1099, W2’s, Schedule C, etc.).

If Applicable, the following information for every household member who is 18 years or older:

• Other Income – provide copies of any reports of income from stocks, bonds, royalties, certificates of deposit, money market funds, or any other income investment.
• Other Real Estate - provide information on any other real estate or property that you own for which you collect income.
• Bankruptcy - if you filed for bankruptcy in the last 7 years, provide your bankruptcy and discharge papers.

Insurance Requirements

• General Liability Insurance of $100,000.000.
• Full Coverage / Collision Insurance.
• Worker’s Compensation Insurance.
• Or Oklahoma Workers Compensation Commission Affidavit of Exempt Workers Compensation Certificate.

Licensing Requirements

• State of Oklahoma or City of Oklahoma City Trade License.
• Oklahoma City Building Contractor (Residential Only).

Training

• Oklahoma Department of Environmental Quality Certified Renovation, Repair, and Painting (RRP) Firm (if applicable)
• Or Oklahoma Department of Environmental Quality Certified Lead-Based Paint Abatement Firm.

Go to this link (https://www.okc.gov/Infrastructure-Development/Bids-Auctions-and-Sales/How-to-Do-Business-with-the-City-of-OKC) to sign up to get a vendor ID with the City of Oklahoma City.

Go to this link (https://portal.neighborlysoftware.com/thecityofoklahomacity/contractor) and enter the below information:

1. Create an Account: Create a user account with your name and email 
2. Contact Information: Enter your contact information Note: this should match what was entered into the OKC Vendor system
3. References: In the "Notes" field, enter three (3) references of Homeowners (NOT Builders, GC, or other contractors) with first and last names and their phone numbers
4. City Contractor License: Enter the expiration date of your City of Oklahoma City Building Contractor (Residential Only), trade, and or fence license and upload a copy of that license. To get a license go HERE and apply for an OKC License by clicking on "Apply for a New License."     
5. General Liability: Enter the expiration date of your General Liability policy ($100,000.00 minimum) and upload your ACORD Certificate of Liability Insurance form
6. Auto Insurance: Enter the expiration date of your full coverage / comprehensive Auto insurance on your company vehicle and upload a copy of your proof of insurance
7. Workers' Comp: Enter the expiration date of if either your workers' compensation insurance or your "Affidavit of Exempt Status”  with the State and upload your proof of insurance or exemption. To get an exemption go HERE and apply
8. Lead-Based Paint: Enter the expiration date of your certificate and upload a copy of that certificate HERE is a list of Training providers and class schedule.
