Oklahoma City's Housing Strategy

Housing is more than a roof over our heads. New and revitalized homes bring people to neighborhoods, support local businesses and commercial districts, and create opportunities for communities to thrive. Oklahoma City’s Housing Strategy is a call to action: let’s build, preserve and invest in neighborhoods where everyone can prosper.

Our goal is ambitious: build 4,600 new homes each year across a range of housing types and income levels while preserving or rehabilitating 1,000 existing homes annually. Achieving these goals will require more than public investment. It will require collaboration among residents, developers, builders, lenders, nonprofits, philanthropic organizations, community leaders, and all those who share a commitment to a stronger Oklahoma City.

The Housing Affordability Study (2021) and the Housing Affordability Implementation Plan (2024) laid the groundwork for the City’s renewed commitment to strategically investing in housing.

The Housing Affordability Study (2021) helped city leadership develop a clearer picture of the current conditions and housing availability in the community.

The Housing Affordability Implementation Plan (2025) outlined specific steps for tackling housing affordability challenges in Oklahoma City. Several of the actions recommended in the HAIP have already been completed. These include the hiring of a Housing Strategy Implementation Manager, Shannon Entz, in July 2025, and the passage of a $50 million GOLT Bond allocation specifically for affordable housing.

Oklahoma City’s housing projects and priorities are funded in part by grants from the U.S. Department of Housing and Urban Development, specifically the Community Development Block Grants (CDBG) and the HOME Investments Partnership Program (HOME). The Housing and Community Development Division’s annual Action Plan for these funds, along with reporting on accomplishments, can be found here under the Consolidated Plan section, Plans and Studies.
