Important Notice: Third-Party Data Breach Notification - The City of Oklahoma City has been informed of a data breach involving Conduent Business Services, a third-party vendor for Blue Cross Blue Shield. The breach occurred between October 2024 and January 2025 and may have affected some employees. Individuals whose information may have been impacted should have received a letter from Conduent with details about the breach and steps they can take to protect their personal information. Conduent has stated that the issue has been resolved, their systems have been secured, and there is no evidence at this time of any misuse of the data. If you have questions or concerns about the breach, please refer to the contact information provided in the letter you received. You may also reach out to Blue Cross Blue Shield customer service at 1-800-942-5837. While the City was not involved in the breach, we remain committed to keeping employees informed and supporting efforts to safeguard your personal information.

- Onsite Enrollment: October 27 – October 31
- Self-Service Enrollment (Oracle Cloud): October 20 – November 4
2026 Benefits Guide
You’ll begin receiving your 2026 Benefit Guide(PDF, 6MB) the week of October 13.
✅ What to Do:
- Review the “What’s New” section in your guide.
- Check your current benefit elections.
- Be prepared to enroll either on-site or through One OKC Cloud.
MFA (Multi-Factor Authentication) Requirements
To complete onsite enrollment, you must bring a registered MFA device:
- ✅ USB Security Key (FIDO)
- ✅ Registered mobile phone (for SMS or Microsoft Authenticator app)
Note: If your MFA is set to ring your desk phone, you will not be able to complete onsite enrollment unless you register another MFA method in advance.
New Employees: If you haven't used a City computer before, please contact your IT representative or supervisor to register your MFA.

What is MFA?
MFA stands for Multi-Factor Authentication. It enhances security by requiring two or more verification steps (e.g., password + code).
What is a FIDO Key?
FIDO (Fast ID Online) is a small USB device that verifies your identity when logging in. It's one of the supported MFA methods.
Who Needs a FIDO Key?
All employees must have a registered MFA.
FIDO keys are required for employees using shared computers (e.g., shift desks, lobby kiosks, training rooms).
Additional Open Enrollment Notes
1. Adding a Spouse or Dependent
To add a dependent or spouse, upload the following to One OKC Cloud:
Child:
- State-issued birth certificate
- Social Security Number (copy of card preferred)
Spouse:
- Marriage certificate
- Social Security Number (copy of card preferred)
- Date of birth
2. Group Life Insurance
Any increase to voluntary or spouse life insurance requires an Evidence of Insurability (EOI) form to be submitted to BCBS (Dearborn) Life.
- Oracle Cloud will not allow increases requiring EOI.
- Once approved, Benefits will manually update your election.
EOI forms are available at www.okc.gov/oe under Forms.
3. Group Life Beneficiaries
Please review and update your beneficiary information in One OKC Cloud.
Note: Previous beneficiary data was not transferred during system conversion but has been archived.
4. Flex Spending Accounts (FSA)
Reminder: Flex Spending does not auto-renew each year.
To participate in 2026, you must re-elect your FSA in One OKC Cloud during Open Enrollment.
