OLEAP ACCREDITATION

The Oklahoma Law Enforcement Accreditation Program (OLEAP)

The Oklahoma Law Enforcement Accreditation Program (OLEAP) provides law enforcement agencies of the State of Oklahoma with an avenue to demonstrate that they meet commonly accepted minimum standards and best practices for efficient and effective operations.

There are four levels of compliance with OLEAP:

  1. Compliance with Executive Order No. 13929.
    • Verified compliance December 2020.
  2. Verification - Verifies that the agency is compliant with 14 required policies, as found in 11 O.S. § 34-107.A. 
    • Approved in January 2023 and officially presented in March 2023.
  3. Certification - Certifies that the agency is compliant with 39 standards.
  4. Accreditation - Agency must be compliant with approximately 170 standards.
    • Completed the on-site assessment in September 2023.
    • Presented with full accreditation in March 2024 which fully encompasses the certification standards as well.

OLEAP is endorsed by the Council on Law Enforcement Education and Training (CLEET), the Oklahoma Municipal Assurance Group (OMAG), the Oklahoma Municipal League (OML), and the City Management Association of Oklahoma (CMAO).

The Oklahoma Law Enforcement Accreditation Program (OLEAP) offers benefits to the community, the chief law enforcement officer and the agency employees. Some of the general benefits include providing:

  • An independent confirmation that the agency meets rigorous professional standards
  • Continual and automatic self-assessment along with routine external/independent peer review of the agency

  • An enhancement of administrative and operational effectiveness
  • Greater credibility with the governing body
  • Increased ability by law enforcement to prevent and control crime
  • Effective and efficient delivery of services
  • Better understanding of the agency’s role in the community
  • Increased confidence from citizens regarding agency policies and practices
  • A method for the community to understand the challenges that the agency faces
