Construction begins on affordable homes in Capitol Hill

Four new homes are now under construction at SW 26th Street and Robinson Avenue in the Capitol Hill neighborhood, thanks to $800,000 in City of OKC-allocated US Department of Housing and Urban Development (HUD) funds.

Last month, the Oklahoma City Council voted to allocate funds to the Oklahoma City Housing Services Redevelopment Corporation (better known as Positively Paseo) to construct and sell four single-family homes affordable to households with incomes at or below 80% of the Area Median Income, and to support revitalization efforts in Capitol Hill.

“New, quality affordable housing is an essential part of community revitalization,” Shannon Entz, housing strategy implementation manager for the City said. “These homes will benefit the families who have a safe and affordable home, the neighbors who used to look out on a vacant lot, and the nearby business owners with new customers.”

Construction on the four homes is expected to be complete by Sept. 30, 2026. Homebuyers will be income-qualified and assisted by the City’s Homebuyer Assistance Program, currently operated by both Community Action Agency of Oklahoma City and Neighborhood Housing Services Oklahoma.

Program background

The Community Housing Development Organization (CHDO) Program is funded by the Home Investment Partnerships (HOME) Program, which was in the FY 2025-26 Action Plan approved by City Council. The City's Annual Action Plan is a summary of the actions, projects and activities planned for the coming year to address the community's housing and community development needs and goals. This Action Plan outlines how the City will spend funding from four major HUD grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons With AIDS (HOPWA).

HUD funds can be used for a variety of activities, but generally must provide a direct benefit for low- and moderate-income populations in OKC. These funds are often matched with private or local funding to maximize their impact.

Strong Neighborhoods Initiative

This housing project was the next step in Capitol Hill’s revitalization. The neighborhood completed its Strong Neighborhoods Initiative program in 2025.

The City’s Strong Neighborhoods Initiative is a targeted neighborhood revitalization program that works alongside residents to create and implement strategies to strengthen their neighborhoods over a five-year period.
