OKC Public Safety Partnership

In recent years, the Oklahoma City Police Department has been in the process of modernizing the department in the area of de-escalation, use of force and crisis intervention. These enhancements were first steps towards a reimagining of the department.

In August 2023, Mayor David Holt announced the OKC Public Safety Partnership as the continued effort to enhance and refine de-escalation, community engagement and accountability among law enforcement policies as presented in the Recommendations Report(PDF, 2MB) to Oklahoma City Council on March 1, 2022, from 21CP Solutions.

The OKC Public Safety Partnership is made possible through collaboration among Oklahoma City Council members, city leaders, law enforcement, community members and other stakeholders to enact these recommendations:

Law enforcement de-escalation policy

Independent law enforcement accountability to the community

Law enforcement training in crisis response

Alternative response to mental health calls

Law enforcement focus on youth outreach

Creation of a neighborhood safety/violence interruption program

Police officer access to mental health services

Expansion of law enforcement homeless outreach initiatives

Communications and transparency

This website is designed to share information about the 39 recommendations and continued progress toward implementation of the recommendations within the City of Oklahoma City or Oklahoma City Police Department. Each Recommendation Page includes project details and information about its current status.

The Project Status is defined as:

  • Initiation - The process has started.
  • Planning - An action plan has been created and is being followed.
  • Approaching Implementation - The action plan work is complete and being reviewed for compliance.
  • Full Implementation - Compliance has been established and the program plan is being executed.
  • Evaluation - Continuous assessment of program or project.

May 2025: May 6 – Oklahoma City Fire Department launches Mobile Integrated Healthcare Program

April 2025: April 1 – Oklahoma City Police Department launches Online OKCPD Employee Compliment and Complaint Forms

April 2025: April 15 – City leaders recognize the Community Public Safety Advisory Board’s first full year of service

March 2025: Community Public Safety Advisory Board Info Session held in Ward 6

October 2024: Inaugural Community Public Safety Advisory Board Info Session held in Ward 2

July 2024: Oklahoma City Fire Department forms comprehensive Mobile Integrated Healthcare program, begins hiring for 27-person unit to respond to behavioral and mental health-related calls to 911

April 2024: Inaugural Community Public Safety Advisory Board public meeting held

February 2024: Community Public Safety Advisory Board members confirmed

August 2023: Community Public Safety Advisory Board established

August 2023: Announcement of Crisis Intervention Advisory Group

August 2023: OKC Public Safety Partnership formed

August 2023: OCPD and OKCPS collaboration yields SRO Engagement Guidelines

July 2022: Recommendation Implementation began
