§ 38-708. Insurance.

All permittees shall be required to carry and maintain at all times the permit is in effect general public liability insurance against claims for bodily injury, personal injury, death or property damage occurring or arising out of the conduct of the permitted business or activity. The limits of liability insurance shall be not less than $1,000,000.00 combined single limit personal injury and property damage insurance. The City of Oklahoma City shall be named as additional insured on all such policies. Proof of such insurance shall be provided prior to the issuance of the permit.

§ 50-264. Permit Regulations.

(k)           For Major Events occupying all or a portion of public rights-of-way, Organizer shall obtain and maintain in effect an insurance policy with Comprehensive General Liability coverage sufficient to pay The City’s maximum liability under the Governmental Tort Claims Act (51 Okla. Stat. §§ 151 et seq.) as it may be amended from time to time, covering any alleged liability and costs of defense of The City for any claim under any theory arising in connection with the Event. Said coverages shall be effective during the entire term of the Permit on an occurrence basis. Said insurance policy shall name The City of Oklahoma City and public trusts, of which it is the sole beneficiary, as additional insured and provide that coverage cannot be canceled or materially modified except upon 10 days’ prior written notice to The City of Oklahoma City of said cancellation or modification. Organizer shall pay any and all insurance deductibles that are required to be paid under the insurance policy. An original certificate of insurance with proof of receipts of premium showing compliance with all of these terms and conditions shall be delivered to The City 15 days prior to the Council consideration of the Revocable Permit.

Parade and Horse Procession Rules

Parades can create an opportunity for large groups of spectators and parade participants to heavily impact public streets and sidewalks. Because of the increased impact, some additional rules must be followed to ensure that your parade operates safely and efficiently.

This list must be distributed to parade registrants prior to and on the day of the parade.

  • PARADE/HORSE PROCESSION
    • A Parade/Horse Procession Director must be selected, and emergency contact information must be provided to the Oklahoma City Police Department (OCPD) and City staff. The Parade Director will be the main point of contact for OCPD and City staff regarding the organization of the parade.
    • Organizer(s) of a Parade/Horse Procession must contact OCPD to discuss the Parade/Procession Route and respective traffic control needs. Confirmation of OCPD participation is required.
    • Parade/Horse Procession Marshals (volunteers) are required and will be responsible for monitoring: staging areas, securing routes, barricade placement, disbanding areas, cleanup, distance between parade/procession entries, spectator safety and pedestrian access.
    • Each Parade/Horse Procession entry must provide at least one Parade/Procession Marshal.
    • Parade/Horse Procession Marshals must dress similarly and must be easily identifiable.
    • Parades/Horse Processions are limited to 100 registrations or less, no event day registrations will be allowed.
    • No alcohol or glassware is allowed in the Parade/Horse Procession.
    • Nothing other than candy can be distributed by participants at the Parade/Horse Procession.
    • Candy cannot be thrown during Parade/Horse Procession. It must be handed out by participants walking the course.
    • A dedicated cleanup crew must follow each of these Parade/Horse Procession entries, collecting waste as the Parade/Horse Procession occurs. Confirmation of this information must be included in your waste plan.
    • Horse Processions: a dedicated horse manure cleanup crew or manure catchers (Bun-Bags) are required for all parade entries involving animal waste on public rights-of-way. Confirmation of this information must be included in your waste plan. The event will not be allowed to begin if you do not have the clean-up crew or manure bags on the horses.
    • Any vehicles that attempt to follow police vehicles and the Horse Procession along the route must follow all traffic laws and are not allowed to drive through red lights or stop signs following the police at the end of the procession.
  • PARADE/HORSE PROCESSION LENGTH
    • Parades must be limited to 2 hours or less.
    • Horse Processions are limited to 3-mile routes from staging area to destination. No pit stops are allowed along the route.
  • PARADE/HORSE PROCESSION FLOATS
    • All decorated floats must have a fire extinguisher on board.
    • Float participants cannot mount or dismount from floats during the parade.
  • PARADE/HORSE PROCESSION MOTORIZED VEHICLES
    • All motorized vehicle drivers in the parade must have a valid driver’s license.
    • Motorized vehicles are not allowed to perform tire burnouts during the parade.
    • Motorized vehicles are not allowed to fishtail, drift or spinout during the parade.
    • Motorized vehicles with hydraulics must not allow their tires to leave the ground during the parade.
    • Horse Processions: No vehicles of any kind are allowed in horse processions.
  • PARADE/HORSE PROCESSION MARSHALS (VOLUNTEERS)
    • The number and quality of volunteers you recruit can make or break your event. Participant safety often hinges on volunteers who know what they are doing. It’s critical that you have more than enough trained volunteers or staff recruited to manage your event.
    • If you are organizing events where traffic is controlled on a route (parades, processions, runs, walks, cycling events, etc.) your volunteers must wear safety vests or some form of similar and/or easily identifiable clothing.
    • Volunteers should be stationed properly to help drivers, spectators and participants get to their destinations.
    • Locations of volunteers, as well as Police support, should be shown on your traffic control plan.

If any of the above listed requirements are broken, the City of Oklahoma City and Oklahoma City Police Department will deny future permits for Parades/Horse Processions.
