Ribbon cutting highlights public-private affordable housing investment

The community is invited to a ribbon-cutting ceremony for Portland Place Apartments, a new 180-unit affordable housing community at 16010 N. Portland Ave. in Oklahoma City.

The event is being hosted by affordable housing developer Express Group at 2 p.m. on Thursday, Feb. 12.

The celebration brings together public officials, development partners and community stakeholders to commemorate the collaborative investment that made Portland Place possible.

“This partnership demonstrates the collective commitment to creating housing solutions that serve Oklahoma families,” Express Group Vice President Michael Tibbetts said. “Portland Place not only creates new homes, it reflects the community-centered work we value, bringing together public leadership and private resources to address housing needs.”

The development represents a significant commitment to expanding quality, affordable housing opportunities in Oklahoma City through strong public-private partnerships.

Portland Place Apartments was financed through a combination of private and public funding sources, including $1.5 million in American Rescue Plan Act funds from the City of Oklahoma City. This investment played a critical role in advancing the project and supporting housing stability for local residents.

Additional project funding partners include:

  • Midwest Equity Housing Group, providing Low-Income Housing Tax Credit Equity
  • Cedar Rapids Bank & Trust, serving as construction and permanent lender
  • Oklahoma Housing Finance Agency, through National Housing Trust Fund support

The City’s $1.5 million investment was necessary to fill the financing gap and make this affordable housing development possible,” Housing Strategy Implementation Manager Shannon Entz said. “We hope to see more development partners willing to provide high-quality housing with amenities and access to services that today’s renters and buyers need, at a price point they can comfortably afford.”
