City Council approves final plans for first phase of MAPS 4 Parks

Today, Oklahoma City Council approved the final plans for the first phase of neighborhood and community parks. The plans were guided by the master plan approved by City Council in 2025.

“The first phase of the MAPS 4 neighborhood and community parks project will provide critical upgrades to 20 parks,” MAPS Program Manager David Todd said. “MAPS 4 will improve all 105 neighborhood and community parks in Oklahoma City, which is a major investment in our overall quality of life.”

Phase 1 includes improvements to 14 neighborhood parks and five community parks across the city as well as improvements to Booker T. Washington Park, which is still in design. The final plans include playgrounds and playground improvements, splash pads, sidewalks, sports courts including futsal, pickleball and basketball courts, shade structures, trees, additional signage and additional upgrades.  

“Guided by community feedback and the parks master plan, these final plans reflect what our residents want to see in their parks,” Director of OKC Parks Melinda McMillan-Miller said. “As we revitalize our parks, we are creating more opportunities for neighbors to connect, get outside and enjoy nature.” 

MAPS 4 includes $70.3 million to improve every neighborhood and community parks across Oklahoma City. The total construction budget for Phase 1 is $20.5 million, including $3.6 million from the 2017 general obligation bond.

  • Youngs Park – 4610 S. Youngs Blvd.
  • Zurline Park – 2800 S. Woodward Ave.
  • Oliver Park – 65 SW Grand Blvd.
  • Shallowbrook Park - 4901 S. Shallow Brook Drive
  • Highley Park – 1934 NW 8th Street
  • L.D. Lacy Park – 1114 NE 43rd Street
  • Mark Twain Park – 2402 NW 1st Street
  • May Park – 2817 SW 34th Street
  • McNabb Park – 901 NE 33rd Street
  • Melrose Park - 7800 Melrose Lane
  • Nichols Court Park – 1901 Culberston Drive
  • Riley Leroy Pitts Park – 1920 N. Kate Ave.
  • Winans Park – 2100 N. Broadway Ave.
  • Woodland Park – 730 NE 50th Street

  • Louis A. Macklanburg - 2234 NW 117th Street
  • Draper Park – 3816 S. Robinson Ave.
  • H.C. Schilling Park – 539 SE 25th Street
  • North OKC Rotary Park – 5708 N. Tulsa Ave.
  • Taylor Park – 1115 SW 70th Street

Phase 1 was designed by Kimley Horn of Oklahoma City. Construction is set to begin this fall.

About MAPS 4

MAPS 4 is a debt-free public improvement program funded by a temporary penny sales tax that will raise a projected $1.07 billion over eight years. Oklahoma City voters approved the sales tax to fund MAPS 4 in a special election on Dec. 10, 2019, moving forward with a unique and ambitious plan to transform our community. The temporary penny sales tax funding MAPS 4 began April 1, 2020, and ends in 2028. More than 70 percent of MAPS 4 funding is dedicated to neighborhood and human needs. The rest is for quality of life and job-creating initiatives. The MAPS 4 Citizens Advisory Board and its six subcommittees will guide MAPS 4 planning and implementation, making recommendations to the City Council. The Council has final authority on MAPS 4. The MAPS Investment and Operating Trust developed a strategic investment plan to support long-term sustainable funding for MAPS 4 projects' operational expenses and maintenance.
