Council approves ordinances regarding community cats, menacing dogs

The Council voted Wednesday to approve ordinance changes to help protect people from menacing dogs and improve the effectiveness of a program to control the community cat population. The changes related to dogs involve the registration of impounded and/or menacing dogs, and conditions to be met before impounded dogs are released to their owners. The community cat ordinance changes make more cats eligible to be a part of the program, helping more neighborhoods and residents. An amendment to the changes described in the agenda item memo was not adopted. The approved changes were introduced June 13 and had a public hearing June 20.

Federal environmental cleanup loan approved for First National Center redevelopment

A low-interest loan of up to $2.5 million drawn from City-controlled federal environmental cleanup funds will help the ambitious redevelopment project for First National Center, the iconic Art Deco skyscraper downtown. Money from the revolving loan fund, granted to the City by the federal Environmental Protection Agency, will help pay for the estimated $9 million to $12 million cost to clean up asbestos and lead-based paint and make other improvements. The developer of the building, located at 120 N Robinson Ave., agreed to repay the loan over eight years at a two percent annual interest rate. The now-vacant First National Center, completed in the 1930s, is being redeveloped into apartments, a boutique hotel, restaurants and other retail.

Budgets approved for Municipal Facilities Authority, Public Property Authority

The Council voted to approve budgets for the Municipal Facilities Authority (MFA) and Public Property Authority (PPA), entities that provide funding mechanisms for important civic projects and financial responsibilities. The MFA is a funding mechanism for insurance, police investigative funds, capital projects and more. The PPA is a funding mechanism for building renovations, economic development, performing arts activities, golf courses and more. The MFA budget for the current fiscal year is about $109 million, and the PPA budget is about $69 million.
