APPROVED.  Moved by Couch, seconded by Cornett.  Ayes: Chairman Liebmann, Cornett and Couch. III.       CONSENT DOCKET A. PLANS, SPECIFICATIONS AND ADDENDA 1. Approve Plans and Specifications, Project WT-0046, Phase III – Hefner Plant Improvements – New 3 MGD Sludge Pump Station, Lake Hefner Water Treatment Plant, 4000 NW 108th Street, Chiang, Patel & Yerby, Inc.; and authorize the Secretary to advertise for bids to be received October 26, 2004. APPROVED AND AUTHORIZED.  Moved by Couch, seconded by Cornett.  Ayes: Chairman Liebmann, Cornett and Couch. 2.         Ratify and Approve Addendum No. 1 and award and approve pricing agreements for cold water meters and meter repair parts with AMCO Water Metering Systems, Inc. (C59005), Badger Meter, Inc. (C59006), Butler Meter and Brass (C59007) Hersey Meters Company (C59008), Neptune Technology Group, Inc. (C59009), Sensus Metering Systems (C59010), Performance Meters, Inc. (C59011), date of award through December 31, 2005. RATIFIED, APPROVED, AWARDED AND APPROVED.   Moved by Couch, seconded by Cornett.  Ayes: Chairman Liebmann, Cornett and Couch. B.         Accept Project ST-0082, Rehabilitation of Raw Sewage Pump Building Phases I & II, North Canadian Wastewater Treatment plant, 12800 North Anderson Road; final construction cost of $5,232,765.75, Wynn Construction, Inc.; and place maintenance bond into effect. ACCEPTED AND PLACED INTO EFFECT.  Moved by Couch, seconded by Cornett.  Ayes: Chairman Liebmann, Cornett and Couch. IV.       Adopt Resolution Authorizing General Manager or designee to negotiate a contract with Capstone Consulting Partners to provide utility billing system expert services. ADOPTED.  Moved by Cornett, seconded by Couch.  Ayes: Chairman Liebmann, Cornett and Couch.  Bret Weingart, Assistant Water and Wastewater Utilities Director, gave an overview of the current City’s Utility Billing System and the results of the three firms interviewed for the utility billing system expert services. V.        Receive the Oklahoma Department of Environmental Quality (ODEQ) Construction Permit No. WT000055040561 for Project WC-0418, Improvements and Expansion of Lake Draper Water Treatment Plant from 90 MGD to 124 MGD.
