The purpose of Prequalification and the Prequalification Review Board is to review and consider the character, qualifications, ability, competency and experience of bidders  to provide or perform public improvements; 
and persons desiring to perform work on public property, in accordance with City standards and specifications, City ordinances and policies, best industry standards and practices, and the public health, safety and welfare.
