What A Plan Review Includes | |||

|
Plans are reviewed for compliance with the following codes or City
ordinances by the responsible City department. |
||||
|
Building Code -Development Center staff checks plans for compliance with the minimum
standards of the Building Code as adopted by the City. These standards include: type of
construction, height and area limitations, required fire ratings, required means of
egress, accessibility and fire protection (i.e. alarms, sprinklers). |

| TIP - It is helpful and saves review time if the designer or architect provides
data explaining the type of construction, occupant load, exit and restroom calculations
and height and area calculations used in the design. |

| TIP - For electrical service requiring 600 amps or greater, an Oklahoma licensed
electrical engineer must prepare and submit plans for approval by the Chief Electrical
Inspector prior to issuance of an electrical permit. However, you dont have to
submit plumbing, mechanical or electrical plans for review with your Building Permit
Application. |

Zoning Code - The Development Center checks for land use, setback, height limitation,
landscaping, parking and other zoning-related requirements. Planning Department staff also
reviews properties zoned PUD, SPUD, CUP and SP for compliance with requirements specific
to these classifications. |

|
TIP - Handouts to help with Zoning code review submissions are available at the
Development Center and the Planning Department (9th floor). |

|
Engineering - Development Center staff and Public Works engineers check for compliance
with storm water detention and Federal flood prevention requirements which may include
improvements to channel through or pond water on your property to reduce downstream
flooding risks. Flood prevention requirements may affect the location and elevation
(height above base flood elevation) of your project to reduce the risk of property damage
in the event of a flood. |

| TIP - Stormwater detention or other special engineering needs must be considered
on projects in flood prone areas. While the use of a civil engineer or surveyor is not
required in all situations, it is generally helpful to have a civil engineer or surveyor
check the requirements before you apply for a permit. This insures the requirements are
addressed properly in the plans you submit for review. Contact Engineering Support at

|
Traffic - Development Center staff reviews plans to be sure proposed driveways are safe
and comply with local requirements such as size restrictions, radius standards and
separation from intersecting streets and adjacent drives. Remember to label all existing
and proposed driveways and identify the closest driveway on abutting property.

Driveways on State highways also need approval from the State. Contact the Development
Center Engineering Support Section at (405) 297-2066 for information on obtaining approval
from the State of Oklahoma. |

| Fire - The Fire Department reviews plans for compliance with fire codes. These
protective standards include hydrant locations, fire lanes and fire suppression sprinkler
systems. Normally all portions of the structure must be within 300 feet of a fire hydrant
with a maximum of 400 feet of hose lay. |

| TIP - For help with placing fire hydrants, fire department connections to stand
pipe systems and fire lane location and specifications for the site plan, contact Fire
Prevention Services at (405) 297-3584. |

| Water - The Water Department reviews the plans if new fire hydrants are required,
existing hydrants must be relocated or new water lines are needed. This review
includes an analysis of existing supply lines to insure that adequate water is available
for both domestic use and fire protection. |

| TIP -Work directly with the Water Department to insure that adequate water is
available. Contact the Water Department at (405) 297-2821 with questions concerning water
service lines. |

| Water Quality - For the City to remain in compliance with Environmental Protection
Agency regulations and maintain its own National Pollutant Discharge Elimination System
permit, the City must ensure all construction activities are completed in a manner which
complies with these regulations. A completed Notice of Intent (NOI) and an Erosion Control
Site Plan for all activities involving site disturbances of one-half acre commercial, or
one acre residential or part of larger platted areas must be included in submittals to the
City during platting processes, zoning actions or permitting processes. |

| If the project is over five acres, the plans and NOI must also be submitted to the
State Department of Environmental Quality. Before a Certificate of Occupancy will be
issued for the project, the final stabilization of erosion control measures must be

| TIP - Submit all required items with your plan to reduce delays in getting your
permit. |
||||
| TIP - Remember you can begin site work while your plans are in plan review or even still in design. As soon as your NOI and Erosion Control Site Plan are approved by Water Quality Engineering you can begin preparing your site without a building permit. | ||||
