On September 28, 1999 the City Council passed new
ordinances that pertain to storm water quality.

These ordinances require owners , developers, contractors
or facility operators to have a Storm Water Discharge 
and/or Land Disturbing permit for construction or industrial
 activities based on 1992 Clean Water Act guidelines.
