Business Improvement Districts
The City of Oklahoma City and the Greater Oklahoma City Chamber of Commerce contracted with The Kilduff Company of Wisconsin to determine the feasibility of attracting a grocery store to the Northeast section of Oklahoma City. The Kilduff Company drew upon two industry- standard methods of analysis to determine feasibility. Both methods established that there is a need for a northeast area grocery store.
While market forces will naturally attract a grocery store to this area, the report recommends and outlines a strategy for recruitment because of the difficulties associated with grocery store establishment. Even with recruitment efforts, it may be three years or more before residents will see a store in the district.
The City of Oklahoma City and the Chamber will retain the services of The Kilduff Company to help guide the recruitment campaign. Discussions are already underway with several national level grocers and the outlook is encouraging.

The Kilduff Company identified three sites as a basis for determining feasibility:
Based on their analysis, the Kilduff Company has recommended the site at NE 23rd Street and N. Martin Luther King Avenue as the preferred site. Final site determination will be up to the store developer.
