URBAN DESIGN COMMISSION

October 20, 2004 - 3:00 p.m.

The meeting of the Oklahoma City Urban Design Commission was called to order in the 10th floor conference room, 420 West Main Street, Oklahoma City, Oklahoma.  The meeting convened at 3:11 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

I.          ROLL CALL

II.            APPROVAL OF MINUTES

APPROVED.  Motion:  Yost/Marshall to approve the minutes of the September 15, 2004, Urban Design Commission meeting.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

III.            CONSENT DOCKET

            Item III-A was discussed separately.

            III-A. Consider issuing a Certificate of Approval for UDCA-04-047, at N Classen Blvd, from south of NW 23rd St to NW 30th St.  Application:  Robert L. Mier, City of Oklahoma City Planning Dept., is applying for approval to install large neighborhood identification signs.  Wards 2 & 6.

Mr. Mier appeared with Mr. Tom Waken and Mr. Hoa Tran.  Mr. Mier agreed to a condition of approval to install a maximum of one sign per block from one-half block south of NW 23rd St to NW 30th St.

APPROVED, with condition.  Motion:  Yost/Brunsteter to approve UDCA-04-047 with the condition stated above.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

            III-B. Consider modifying a Certificate of Approval for UDCA-03-006, at 319 W Commerce St.  Application:  Allen Morgan, Beck Associates Architects, for Community Action Agency, is applying for approval to (1)(b) replace pink marble on end columns of display box with gray marble.  Ward 6.

APPROVED.  Motion:  Brunsteter/Williams to approve Consent Docket item III-B as stated above.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

IV.            CASES FOR INDIVIDUAL CONSIDERATION

            IV-A. Consider modifying a Certificate of Approval for UDCA-04-016, at various sites. Application:  Dave Lopez, Downtown Oklahoma City Incorporated, is applying for approval to temporarily install artistic buffalo sculptures (extension of time).  Wards 2, 6, & 7.

No one appeared.

APPROVED.  Motion:  Brunsteter/Williams to approve UDCA-04-016.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

            IV-B. Consider issuing a Certificate of Approval for UDCA-04-042, at 927 N Francis Ave.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to remove the dilapidated porch.  Ward 6.

Mr. Wickware appeared with Mr. Leon Michael Hann, property owner.  Mr. Wickware revised his request to remove only that part of the porch above the floor.  Mr. Hann asked about using the porch from a nearby house that is being demolished; staff noted that such a change from the original design would require application for a separate Certificate of Approval.  Commissioners noted that they would not likely approve another continuance next month.

CONTINUED.  Motion:  Brunsteter/Williams to continue UDCA-04-042 for one month (but no more).  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

            IV-C. Consider issuing a Certificate of Approval for UDCA-04-046, at 622 NW 5th St. Application:  Ken Richardson, for Phillip Hinton, is applying for approval to (3) replace the rear stair enclosures.  Ward 6.

No one appeared.

CONTINUED.  Motion:  Marshall/Brunsteter to continue UDCA-04-046 for one month, since no one was present to provide needed information.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

            IV-D. Consider issuing a Certificate of Approval for UDCA-04-048, at 919 NW 23rd St.  Application:  Brett Green, Elliott & Co. Architects, for Dove Science Academy, is applying for approval to add a brick gymnasium.  Ward 2.

Mr. Rob Elliott appeared for the application.  He said he would return with application amendments regarding discrepancies between previous approvals and what was constructed.

APPROVED.  Motion:  Williams/Marshall to approve UDCA-04-048.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

V.            OTHER BUSINESS

            V-A. Zoning Code change, times to begin and complete approved projects:  Consider resolution.

Ms. Randall noted that the proposal had not yet been reviewed by the Municipal Counselor’s Office.  She agreed to work on revised wording.

RESOLUTION APPROVED.  Motion:  Marshall/Brunsteter to approve a resolution supporting a Zoning Code change for two years’ beginning and completion, but changing the wording to be similar to that of the Bricktown Urban Design Committee, and providing for an option to extend the time of completion for good cause.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost.  Nays:  None.

VI.            COMMUNICATIONS

            VI-A. The next regular Commission meeting is Wednesday, November 17, 2004.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Friday, November 5 (early because of the Veterans Day holiday).

VII.            ADJOURNMENT (4:00 p.m.)

Motion:  Williams/Yost to adjourn the October 20, 2004, meeting of the Urban Design Commission.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Williams, Yost. Nays:  None.
