URBAN DESIGN COMMISSION

September 15, 2004 - 3:00 p.m.

The meeting of the Oklahoma City Urban Design Commission was called to order in the 10th floor conference room, 420 West Main Street, Oklahoma City, Oklahoma.  The meeting convened at 3:06 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

I.          ROLL CALL

II.            APPROVAL OF MINUTES

APPROVED.  Motion:  Marshall/Yost to approve the minutes of the August 18, 2004, Urban Design Commission meeting.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Yost.  Nays:  None.

III.            CONSENT DOCKET

                        Item III-C. was considered separately at the request of the property owner.

            III-A. Consider approval for modifying a Certificate of Approval for UDCA-04-022, at 2523 N Classen Blvd.  Application:  Larry Brand, for First Commercial Bank, is applying for approval to (3) relocate sidewalk.  Ward 2.

            III-B. Consider approval for issuing a Certificate of Approval for UDCA-04-041, at 919 N Francis Ave.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the dilapidated house.  Ward 6.

APPROVED.  Motion:  Brunsteter/Mobley to approve the Consent Docket items as stated above.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Yost.  Nays:  None.

            III-C. Consider approval for issuing a Certificate of Approval for UDCA-04-042, at 927 N Francis Ave.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to remove the dilapidated porch.  Ward 6.

Mr. Wickware appeared.  Mr. Michael Hann (property owner) and Mr. Scott Reid appeared; they said the porch would be rebuilt exactly as it was before.

CONTINUED.  Motion:  Brunsteter/Mobley to continue UDCA-04-042 for one month.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Yost.  Nays:  None.

IV.            CASES FOR INDIVIDUAL CONSIDERATION

            IV-A. Consider issuing a Certificate of Approval for UDCA-04-044, at 1705 NW 16th St.  Application:  Tarena Self is applying for approval to (1) remove paint from brick; (2) install a wrought-iron gate; (3) convert a window into a door; and (4) install an awning on the front.  Ward 6.

Ms. Self appeared with Mr. Sid Self.

APPROVED in part, CONTINUED in part.  Motion:  Marshall/Mobley to approve item (1) of UDCA-04-044 and continue the other items indefinitely.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Williams, Yost.  Nays:  None.

            IV-B. Consider issuing a Certificate of Approval for UDCA-04-045, at NW 13th St at N Shartel Ave.  Application:  Jeriann Altshuler, Historical Preservation Inc., for City of Oklahoma City Parks Dept., is applying for approval to install a Centennial Clock in O’Neil Park.  Ward 6.

Ms. Altshuler appeared.

APPROVED.  Motion:  Williams/Marshall to approve UDCA-04-045.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Williams, Yost.  Nays:  None.

            IV-C. Consider issuing a Certificate of Approval for UDCA-04-043, at 108 NW 6th St. Application:  Peter Gianos, Fashion Cleaners, is applying for approval to construct a masonry building addition.  Ward 7.

Mr. Gianos appeared with Mr. Floyd Wicker, architect.  They agreed to a condition of approval to add a tree to the right-of-way on the north side.

APPROVED, with condition.  Motion:  Williams/Marshall to approve UDCA-04-043, with the condition stated above.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Williams, Yost.  Nays:  None.

            IV-D. Consider issuing a Certificate of Approval for UDCA-04-037, at 910 NW 13th St.  Application:  Michael C. Ohaneje, for Mohammed & Era Sujauddowla, is applying for approval to (1) cover rotten wood with wood square and panel on front porch and below parapet; (2) replace porch floor; (3) add brick planter beds; and (4) add fluorescent fixtures with deflectors.  Ward 6.

Mr. Ohaneje appeared.  He agreed to conditions of approval to add paint on item (1) to the underside of the porch eave, including the brackets, and to paint the brick.  He said he would install wood-frame screens:  Since they would be replacements in-kind for previously installed units, staff agreed that they would be considered “repair,” not subject to approval.

APPROVED, with conditions.  Motion:  Williams/Yost to approve UDCA-04-037, with the conditions as stated.  Ayes:  Wilson, Brunsteter, Marshall, Mobley, Williams, Yost.  Nays:  None.  Abstain:  Dowell.

            IV-E. Consider issuing a Certificate of Approval for UDCA-04-046, at 622 NW 5th St. Application:  Ken Richardson, for Phillip Hinton, is applying for approval to (1) install metal doors; (2) install double-pane windows; and (3) remove rear stair enclosures.  Ward 6.

No one appeared.

APPROVED in part, CONTINUED in part.  Motion:  Dowell/Williams to approve items (1) and (2) of UDCA-04-046, and continue item (3) for one month.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

V.            OTHER BUSINESS

            V-A. Consider a resolution concerning Board of Adjustment case BOA-12120, at 1112 NW 23rd St.  Application:  Tom Waken, for Dr. Irene Lam, is applying for a variance to the required number of parking spaces.  Ward 6.

Mr. Waken appeared with Mr. Mike Kertok and Mr. Ron Rocke.  Mr. Kertok said they had submitted a landscaping plan exceeding the number of points required by the new landscaping code.

APPROVAL RECOMMENDED.  Motion:  Brunsteter/Williams to recommend approval of BOA-12120, with the option of further reducing the number of parking spaces for additional landscaping.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

            V-B. Consider a resolution concerning Board of Adjustment case BOA-12113, at 1400 Classen Dr.  Application:  Rand Elliott, Elliott & Associates, for Oklahoma Heritage Center, is applying for a variance to the required number of parking spaces.  Ward 6.

Mr. Mike Mays and Mr. Michael Sheck appeared for the application.

APPROVAL RECOMMENDED.  Motion:  Brunsteter/Mobley to recommend approval of BOA-12113.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

VI.            COMMUNICATIONS

            VI-A. Application form change proposal:  Commissioners stated a preference for changing the Code now rather than waiting for overall Zoning Code changes.  The Urban Design Code provides for six months to begin and one year to complete projects, except that fences are to be completed within six months.  Bricktown and Stockyards City provide two years.

RECOMMENDED.  Motion:  Marshall/Dowell to recommend a change to the Urban Design Code to provide for two years to begin and complete an approved project.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

            VI-B. The next regular Commission meeting is Wednesday, October 20, 2004.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Monday, October 11 (a City work day).

VII.            ADJOURNMENT (4:08 p.m.)

Motion:  Mobley/Williams to adjourn the September 15, 2004, meeting of the Urban Design Commission.  Ayes:  Wilson, Brunsteter, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.
