URBAN DESIGN COMMISSION

March 17, 2004 - 3:00 p.m.

The meeting of the Oklahoma City Urban Design Commission was called to order in the 10th floor conference room, 420 West Main Street, Oklahoma City, Oklahoma.  The meeting convened at 3:09 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

II.            APPROVAL OF MINUTES

APPROVED.  Motion:  Marshall/Yost to approve the minutes of the February 18, 2004, Urban Design Commission meeting.  Ayes:  Wilson, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

III.            CONSENT DOCKET

            (Item III-C. considered separately at the request of staff.)

            III-A. Consider approval for issuing a Certificate of Approval for UDCA-04-014, at 1201 N Francis Ave.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the fire-damaged house.  Ward 6.

            III-B. Consider approval for issuing a Certificate of Approval for UDCA-04-015, at 622 NW 8th St.  Application:  Lori Eddlemon, for Property Management & Realty, is applying for approval to demolish the fire-damaged house.  Ward 6.

APPROVED.  Motion:  Williams/Mobley to approve the Consent Docket items as stated above.  Ayes:  Wilson, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

            III-C. Consider approval for issuing a Certificate of Approval for UDCA-04-013, at 2501 N Blackwelder Ave.  Application:  Jay Graham, Blandings Building Co. Ltd., for Oklahoma City University, is applying for approval to construct landscaped “Kerr McGee” plaza, with tower structure and fountain.  Ward 2.

Ms. Mary Coffee, owner’s representative, appeared.  Staff noted that a revocable permit had been requested, since part of the project is in a street right-of-way.

APPROVED and RECOMMENDED.  Motion:  Marshall/Yost to approve UDCA-04-013 and recommend approval of the revocable permit.  Ayes:  Wilson, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

IV.            CASES FOR INDIVIDUAL CONSIDERATION

            IV-A. Consider issuing a Certificate of Approval for UDCA-04-016, at various sites.  Application:  Keven Virgilio, The Nature Conservancy, Oklahoma Chapter, is applying for approval to temporarily install artistic buffalo sculptures.  Wards 2, 6, & 7.

Ms. Juliette Hulen appeared for the applicant.  She said that the Arts Commission had approved the project at a meeting the previous Monday.  Staff noted that revocable permits would be needed where the items are located on a right-of-way.

APPROVED and RECOMMENDED.  Motion:  Perkins/Williams to approve UDCA- 04-016 for an unspecified number of sculptures, in unspecified locations, with unspecified designs, but for limited duration, and recommending approval of revocable permits.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays:  None.

            IV-B(1).  Consider issuing a Certificate of Approval for UDCA-04-001, at 621 NW 7th St.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the dilapidated house.  Ward 6.

Mr. Wickware appeared.

CONTINUED.  Motion:  Marshall/Yost to continue UDCA-04-001 for one month.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays: None.

            IV-B(2).  Consider issuing a Certificate of Approval for UDCA-04-005, at 621 NW 7th St.  Application:  Allan Paine is applying for approval to (2) remove or modify the northwest added rooms.  Ward 6.

No one appeared.  Staff said that Mr. Paine delivered a letter that morning requesting a continuance.  Commissioners’ consensus was that the rear additions should be removed.

CONTINUED.  Motion:  Marshall/Mobley to continue UDCA-04-005 for one month.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays: None.

            IV-C. Consider issuing a Certificate of Approval for UDCA-04-003, at 918 NW 23rd St.  Application:  Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the fire-damaged main house.  Ward 6.

Mr. Wickware appeared with Ms. Doonkeen, owner.  Mr. Wickware asked to withdraw the application.  No Commission action was required.

            IV-D. Consider issuing a Certificate of Approval for UDCA-03-042, at 826 NW 8th St. Application:  Robert Riegert is applying for approval to (8) replace driveway retaining wall with paving stone; (9) install iron fence around property; (11) install wood deck on back side; and (12) construct basement window well.  Ward 6.

Mr. Riegert appeared.

APPROVED in part, CONTINUED in part.  Motion:  Dowell/Marshall to approve items (8), (11), and (12) of UDCA-03-042, and continue item (9) indefinitely.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays:  None.

            IV-E. Consider issuing a Certificate of Approval for UDCA-04-019, at 428 W Commerce St.  Application:  Milton W. Boyles, Uncle Milt’s Inc., for Daniel L. Bowden and Rick L. Gore, is applying for approval to continue the installation of a small snow cone stand.  Ward 6.

Mr. Boyles appeared with Mr. Mike Voorhees, attorney.  They presented a supportive letter from Capitol Hill Main Street.  They agreed to a condition of approval to remove the building if the business ownership changes.

APPROVED, with condition.  Motion:  Yost/Williams to approve UDCA-04-019, with the condition as stated above.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays:  None.

            IV-F. Consider issuing a Certificate of Approval for UDCA-04-017, at 824 N Broadway Ave.  Application:  Jeff Dunaway, for Chris Salyer, is applying for approval to extend north wall over sidewalk to enclose cooking area.  Ward 7.

Mr. Dunaway appeared with Mark and Pat, proprietors of the Rib Stand, the prospective tenant.  Mr. Dunaway said that the size would be 6’6”x17’, not as stated in the staff report.

CONTINUED.  Motion:  Perkins/Williams to continue UDCA-04-017 for one month.  Ayes:  Wilson, Dowell, Marshall, Mobley, Perkins, Williams, Yost.  Nays: None.

            IV-G. Consider issuing a Certificate of Approval for UDCA-04-018, at 1112 N Walker Ave.  Application:  Steve McGarraugh, Capital Design, for Texhoma Land & Title Co., is applying for approval to (1) replace storefront windows with aluminum; (2) replace doors; (3) replace upper windows with clad units; (4) replace lap siding with cement board; and (5) add windows and cement-board siding to east extension.  Ward 6.

Mr. McGarraraugh appeared with Mr. R.D. Smith, owner.

APPROVED.  Motion:  Dowell/Marshall to approve UDCA-04-018.  Ayes:  Wilson, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.

V.            OTHER BUSINESS  (no items)

VI.            COMMUNICATIONS

            VI-A. UDCA-04-012, at 715 N Walker Ave.  The items of the application of Walt Springfield, CDI Early Head Start, for Oklahoma City Public Schools, for approval to (4) relocate sidewalk, and (5) install two wooden storage sheds at Altrusa Nursery (Emerson School), were continued to this meeting.  The applicant has withdrawn these items.  Ward 6.

            VI-B. BOA-11991, at 1433 Classen Dr & 829 NW 13th St.  The request by Rita Raman, Raman & Raman LLP, for a variance concerning sightproof screening requirements between HP Historic Preservation residential and C-CBDF commercial, was approved by the Board of Adjustment on March 4.  Ward 6.

            VI-C. BOA-11987, at 1325 N Broadway Ave.  The request by Dennis R. Box, for Mercedes Benz of Oklahoma City (Robert E. Howard Companies), for a variance concerning the maximum size of an attached sign, was approved by the Board of Adjustment on March 4.  Ward 7.

            VI-D. Filling station at NW 6th St at N Walker Ave:  No report.

            VI-E. National Register of Historic Places:  The Gatewood West Historic District nomination was approved in Washington on March 3; the district includes the Urban Design zone on the north side of NW 16th St in the Plaza District.  The Paseo Neighborhood Historic District, including some UD properties, was recommended for approval by the Historic Preservation Commission on March 3.

            VI-F. The next regular Commission meeting is Wednesday, April 21, 2004.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Monday, April 12.

VII.            ADJOURNMENT (4:40 p.m.)

Motion:  Mobley/Williams to adjourn the March 17, 2004, meeting of the Urban Design Commission.  Ayes:  Wilson, Dowell, Marshall, Mobley, Williams, Yost.  Nays:  None.
