Note: The agenda is the same as was posted for the January 21 meeting, except for adding to Item III-A. On January 21, Commissioners Brunsteter, Dowell, and Mobley were present, not enough for the quorum of five. (Commissioner Perkins was available to be phoned to appear if she were needed for a quorum.)
The special meeting of the Oklahoma City Urban Design Commission was called to order in the 10th floor conference room, 420 West Main Street, Oklahoma City, Oklahoma. The meeting convened at 3:38 p.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 48 hours prior to the meeting.

I-A. Welcome new member, David T. Yost. His position is as a land development professional knowledgeable of historic preservation.
II. APPROVAL OF MINUTES
APPROVED. Motion: Williams/Mobley to approve the minutes of the December 17, 2003, Urban Design Commission meeting. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
III. CONSENT DOCKET
III-A. Considered separately at staff request.
III-B. Consider issuing a Certificate of Approval for UDCA-04-002, at 816 NW 8th St. Application: Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the cellar next to the alley. Ward 6.
III-C. Consider issuing a Certificate of Approval for UDCA-04-008, at 400 NW 23rd St. Application: Sam Gresham is applying for approval to (1) replace painted brick with buff brick (modular); (2) build new east entrance with stucco surround; and (3) new door on the south. Ward 6.
III-D. Consider issuing a Certificate of Approval for UDCA-04-006, at 808 NW 6th St. Application: Darren Garvin, Quality Construction, for Arthur Rawson, is applying for approval to replace storefront windows and brick with new, including wider doors. Ward 6.
APPROVED. Motion: Williams/Marshall to approve the Consent Docket items as stated above. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
III-A. Consider modifying a Certificate of Approval for UDCA-03-035, at 2340 NW 23rd St. Application: Ozzie Farnia, Allen Brown Architects, for Johnathan Russell, 23Redev LLC, is applying for approval to relocate front door and pilasters, relocate back door, and change the brick color.Ward 6.
Mr. Russell appeared with Mr. Sam Gresham (original architect) and Mr. Paul Brudzinski.
APPROVED in part. Motion: Williams/Marshall to approve the changes to the front door, pilasters, and back door of UDCA-03-035. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
APPROVED in part. Motion: Dowell/Mobley to approve the brick color change of UDCA-03-035. Ayes: Brunsteter, Dowell, Mobley, Yost. Nays: Marshall, Williams.
IV. CASES FOR INDIVIDUAL CONSIDERATION
IV-A. Consider issuing a Certificate of Approval for UDCA-03-047, at 805 NW 8th St. Application: Heidi Baier & Jason Spanich are applying for approval to construct a 20’x20’ carport with steel frame and corrugated roof. Ward 6.
Mr. Spanich appeared. He agreed to conditions of approval to remove the carport within five years or seek reapproval, and to remove the garage if ownership changes.
APPROVED, with conditions. Motion: Marshall/Williams to approve UDCA-03-047, with the conditions stated above. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
IV-B(1). Consider issuing a Certificate of Approval for UDCA-04-001, at 621 NW 7th St. Application: Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the dilapidated house. Ward 6.
No one appeared. Staff announced that Mr. Wickware was willing to accept a continuance.
CONTINUED. Motion: Williams/Mobley to continue UDCA-04-001 for two months. Ayes: Brunsteter, Dowell, Mobley, Williams, Yost. Nay: Marshall.
IV-B(2). Consider issuing a Certificate of Approval for UDCA-04-005, at 621 NW 7th St. Application: Allan Paine is applying for approval to (1) remove the northeast added room; and (2) remove the northwest added rooms. Ward 6.
Mr. Paine appeared. He said that on item (2), part of what appeared to be add-ons was an enclosed back porch. He preferred to repair the remaining sections, but might make some modifications.
APPROVED in part, CONTINUED in part. Motion: Dowell/Marshall to approve item (1) of UDCA-04-005 and continue item (2) for one month. Ayes: Brunsteter, Dowell, Marshall, Mobley, Yost. Nays: None. Absent: Williams.
IV-C. Consider issuing a Certificate of Approval for UDCA-04-003, at 918 NW 23rd St. Application: Ed Wickware, City of Oklahoma City Neighborhood Services Dept., is applying for approval to demolish the fire-damaged main house. Ward 6.
No one appeared. Staff announced that Mr. Wickware was willing to accept a continuance.
CONTINUED. Motion: Mobley/Dowell to continue for two months UDCA-04-003. Ayes: Brunsteter, Dowell, Marshall, Mobley, Yost. Nays: None. Absent: Williams.
IV-D. Consider issuing a Certificate of Approval for UDCA-03-048, at 500 N Walker Ave. Application: Brandon Chase, for Richard Dowell, 500 N Walker LLC, is applying for approval to remove brick to install windows on west wall. Ward 6.
Mr. Dowell appeared, and recused himself as Commissioner.
APPROVED. Motion: Mobley/Yost to approve UDCA-03-048. Ayes: Brunsteter, Marshall, Mobley, Yost. Nays: None. Abstain: Dowell. Absent: Williams.
IV-E. Consider issuing a Certificate of Approval for UDCA-04-004, at 900 N Broadway Ave. Application: Jeff Dunaway, for Chris Salyer, is applying for approval to install new entrance on addition. Ward 7.
Mr. Dunaway appeared.
APPROVED. Motion: Marshall/Mobley to approve UDCA-04-004. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
IV-F. Consider issuing a Certificate of Approval for UDCA-04-009, at 1117 N Broadway Ave. Application: Sam Gresham, for Muhammad Safdar, is applying for approval to (1) demolish existing buildings and fences; and (2) construct (a) masonry building and (b) gasoline pump island with canopy. Ward 7.
Mr. Gresham appeared.
APPROVED in part, CONTINUED in part. Motion: Williams/Dowell to approve items (1) and (2)(a) of UDCA-04-009, and continue item (2)(b) for one month. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
IV-G. Consider issuing a Certificate of Approval for UDCA-04-007, at 2700-2706 N Classen Blvd & 1229 NW 26th St. Application: Jennifer Han, for Lee Family Ltd. Partnership, is applying for approval to (1) construct concrete loading dock; (2) remove decorative boards and brick wainscot from store windows; and (3) replace chain-link fence with 6’ wood. Ward 2.
No one appeared. Staff noted that Ms. Han was at the Wednesday meeting, and asked for a continuance of item (1).
APPROVED in part, CONTINUED in part. Motion: Dowell/Mobley to approve item (2) of UDCA-04-007 and continue items (1) and (3) to the February meeting. Ayes: Brunsteter, Dowell, Marshall, Mobley, Yost. Nays: None. Absent: Williams.
V. OTHER BUSINESS
V-A. Elect Commission officers, Chair and Vice-Chair.
Staff announced that Commissioner Wilson had telephoned a request that this item be postponed.
POSTPONED. Motion: Williams/Yost to postpone officer elections to the February meeting. Ayes: Brunsteter, Dowell, Marshall, Mobley, Williams, Yost. Nays: None.
VI. COMMUNICATIONS
V-A. On December 30, 2003, the Vice-Mayor and City Council reappointed John H. Marshall, Richard Dowell, and Betsy Brunsteter, and appointed David T. Yost to the Commission. Their terms extend to December 17, 2005. Mr. Dowell and Mr. Marshall are appointed as property owner representatives. Ms. Brunsteter is appointed as a registered architect knowledgeable of historic preservation.
VI-B. Dilapidated properties: No report.
VI-C. NW 25th St at N Military Ave – storm drain: The location is included in a long-term bond issue project. Staff is inquiring about the possibility of a quicker repair.
VI-D. Filling station at NW 6th St at N Walker Ave – old concrete block wall: No report.
VI-E. The next regular Commission meeting is Wednesday, February 18, 2004. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Monday, February 9.
VII. ADJOURNMENT(4:47 p.m.)
