The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma. The meeting convened at 3:03 p.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

6B. HPCA-04-098 at 718 NW 26 Street. (Paseo HD), Ward 2. Consideration and possible action on application of Jessica Roper for Certificate of Appropriateness to 1.) remove 11 existing 1 over 1 wood windows and 2.) install wood replacement windows in place of the temporary vinyl window replacements.

Consideration and possible action on application of Sam Gresham for Charles Freede for Certificate of Appropriateness to 5.) modify the connecting form between the existing garage and the 2-story part of the house 5a.) including side entry and 5b.) side porch and 6.) add wing walls to east and west sides of the historic garage.

Consideration and possible action on application of Sam Gresham for Mike Morgan for Certificate of Appropriateness to amend the previously approved and extended application to change the division configuration of the new windows and replace the approved wood panel box with a brick wall section.

Consideration and possible action on application of Jeff Justice for Certificate of Appropriateness to 1.) repair & replace front porch posts, 2.) replace crown molding around perimeter of bead board ceiling at front porch, 3.) replace knew braces with appropriate size at roof, 4,) replace all barge rafters with 2"x10" at roof, 5.) replace broken rafter tails, 6.) replace lap siding with cedar lap siding and, 7.) repair & replace damaged window facings.

DENIED. Motion: Collier/Couch to deny without prejudice Item 5 of application HPCA-04-049 as the proposed fence is inconsistant with the Design Guidelines. Ayes: Daniel, Galbraith, Bennett, Couch, Taylor, Holcombe, Collier, Tague, Kelley. Nays: None.
Chairman Daniel assigned Commissioner Taylor to Chair the remainder of the meeting during his absence and exited the meeting.
6I. HPCA-04-114 at 1715 N Hudson Street. (Heritage Hills HD), Ward 6. Consideration and possible action on new application for a previously approved proposal of Sam Gresham for Glen L. McAlister for Certificate of Appropriateness to 1.) install two wood 8’ x 7’ overhead garage doors and 2.) modify both east and north garage elevations to match the house.
Mr. Gresham was present. Mr. McAlister was not present.
APPROVED. Motion: Bennett/Couch to approve Item 1 of application HPCA-04-114. Ayes: Galbraith, Bennett, Couch, Taylor, Collier, Tague, Kelley. Nays: Holcombe.
APPROVED. Motion: Collier/Tague to approve a new pedestrian door on the east facade of the garage contingent upon the use of a wood door with true divided light. Ayes: Galbraith, Bennett, Couch, Taylor, Holcombe, Collier, Tague, Kelley. Nays: None.
DENIED. Motion: Holcombe/Couch to deny without prejudice Item 2 the changes to the east and north facades as illustrated by the submitted elevations. The Commission referred to these changes as decorative features. The reason for denial is that these decorative features embellish the historic garage so that the relatively simple historic character of the garage will be deminished or disguised. Decorative elements include but are not limited to the horizontal banding around the building, door surrounds, corner pilasters, and the recessed arched panel above the garage doors. Ayes: Galbraith, Bennett, Couch, Taylor, Holcombe, Collier, Tague, Kelley. Nays: None.
6J. HPCA-03-152 at 438 NW 17 Street. (Heritage Hills HD), Ward 6. Consideration and possible action on application of Sam Gresham for Delana Lee Smith for Certificate of Appropriateness to amend the previously approve application to 8.) install a stained glass window at the west façade of garage and 9.) install an alternate garage door.
Mr. Gresham was present. Ms. Smith was not present.
DENIED. Motion: Galbraith/Collier to deny with prejudice Item 8 of application HPCA-03-152. The reason for denial is that the design guidelines require clear glass. Ayes: Galbraith, Bennett, Couch, Taylor, Holcombe, Collier, Tague, Kelley. Nays: None.

6K. HPCA-03-076 at 1015 NW 14 Street. (Heritage Hills HD), Ward 6. Consideration and possible action on application of Carla Wood to request a 1-year extension of the previously approved application for Certificate of Appropriateness to 1.) replace front door and lights, 2.) remove paneling from side porch and replace with 4 sets of double doors and 3.) add railing at front porch.

6L. HPCA-03-151 at 520 NW 18 Street. (Mesta Park HD), Ward 6. Consideration and possible action on application of Sam Gresham for Lynetta A. Adams for Certificate of Appropriateness to amend the previously approved application from a 2nd story addition to the back of the house, (now withdrawn), to 2.) add one basement wall opening below the ground and window well with skylight slightly above the ground.

7A. Consideration and possible action concerning the Historic Preservation Commission meeting schedule for 2005.

7B. Consideration and possible action concerning the Commissioner’s workshop schedule for 2005.

7C. Consideration and possible action concerning the amended 2003 Certified Local Government Sub-grant with motion to authorize staff to execute contract. The federal funds would be increased by $2,731.00 and the local government matching funds would increase by $1,821.00.

7D. Consideration and possible action on Resolution concerning the Neighborhood Review Committees.
MOTION TO AMEND AND SCHEDULE FOR COMMISSION CONSIDERATION. The amendment of the Resolution is to include the following verbiage: “The Historic Preservation Commission strongly recommends that each neighborhood preservation review committee have at least three members.” Motion: Galbraith/Couch to approve amendment of the Resolution for final review at the November 3, 2004 Commission Meeting. Ayes: Galbraith, Bennett, Couch, Taylor, Holcombe, Small, Collier, Tague, Kelley. Nays: None.
8. COMMUNICATIONS
A. Administrative Approval Report.
B. HPCA-04-071 at 529 NW 14 Street. (Heritage Hills HD), Ward 6. Application of Sam Gresham for Rodney Brown for Certificate of Appropriateness to extend the completion date of the approved application HPCA-01-152 has been withdrawn.
C. The next regularly scheduled meeting for the Historic Preservation Commission is Wednesday, November 3, 2004, at 3:00 p.m. at the Municipal Building, City Council Chamber. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, October 12, 2004.
