The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma.  The meeting convened at 3:04 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

APPROVED.  Motion:  Galbraith/Taylor to approve the minutes of the August 4, 2004, Historic Preservation Commission meeting.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            B.            Other continuance requests:

      6H. HPCA-04-072 at 3100 Harvey Parkway Street. (Edgemere Park HD), Ward 2. 30-day continuance on application of Sam Gresham for Charles Freede for Certificate of Appropriateness to 5.) modify the connecting form between the existing garage and the 2-story part of the house 5a.) including side entry and 5b.) side porch.

APPROVED.  Motion:  Galbraith/Taylor to continue the above items as stated.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

6.            CASES FOR INDIVIDUAL CONSIDERATION

            6A.      HPCA-04-067 at 824 NW 16 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of Anthony Hebert for Certificate of Appropriateness to 5.) replace front door.

Mr. Hebert was present.

APPROVED.  Motion:  Holcombe/Small to approve application HPCA-04-067 contingent upon the permanent installation of a plaque on the door indicating the origin and installation date of the door.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            6B.      HPCA-04-100 at 824 NW 18 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of Carole Straughn for Certificate of Appropriateness to 1.) remove all roofing shingles and 2.) install cedar  shingles.

Ms. Straughn was present.  She amended the shingle type to be #1 Royal Shingles, ˝” (sawn on both sides).

APPROVED.  Motion:  Small/Holcombe to approve application HPCA-04-100 as amended to include the use of #1 Royal Shingles, ˝” (sawn on both sides).  This shingle type is more suitable for the historic character of the property.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            6C.      HPCA-03-151 at 520 NW 18 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of Sam Gresham for Lynetta A. Adams for Certificate of Appropriateness to amend the previously approved application from a 2nd story addition to the back of the house, (now withdrawn), to 1.) enlarge one basement window below grade and add a window well and 2.) add one basement window and window well.

Mr. Gresham was present.

PARTIALLY APPROVED & PARTIALLY CONTINUED.  Motion:  Small/Galbraith to approve Item 1 of application HPCA-03-151 based on the unique circumstance that the window enlargement is below grade and does not impact the visible historic character of the property from the street and to continue for 30-days Item 2.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Small, Tague, Kelley.  Nays:  Holcombe, Collier.

            6D.      HPCA-04-081 at 619 NW 26 Street. (Paseo HD), Ward 2.  Consideration and possible action on application of Skeeter Owens for Oklahoma City Housing Serv. Redev. Corp. for Certificate of Appropriateness to A.) request additional time to complete the previously approved items of application 02-161 as follows: 1.) install new one over one wood sash windows, 3.) install new concrete driveway where only a curb cut exists, 4.) install new wood paneled doors at front door location and back door location, 5.) replace wood columns on front porch with larger columns, 7.) install new wood garage door, and 8.) install new wood paneled pedestrian door on side of garage and (a new item that has not been considered by the commission) item B.) to 9.) construct back addition.

            6E.       HPCA-04-082 at 726 NW 27 Street. (Paseo HD), Ward 2.  Consideration and possible action on application of Skeeter Owens for Oklahoma City Housing Serv. Redev. Corp. for Certificate of Appropriateness to 1.) close one front door, 2.) replace other front door with wood paneled door, 3.) remove shed addition at back, 4.) repair or replace in kind existing wood windows, 5.) construct new back stoop,  6.) construct new carport, 7.) install new 16’ wide drive, amended to 10’ wide, 9.) install new grey brushed concrete sidewalk 10.) construct new back addition, 11.) install new wood full-light door at new addition, 12.) install new wood windows at addition to match existing windows.

            6F.       HPCA-04-083 at 412 NW 30 Street. (Jefferson Park HD),  Consideration and possible action on application of Mark Mann for Certificate of Appropriateness to 3.) construct porch including brick and cement stoop, 4.) remove  roof and replace with similar and 5.) remove  utility building.

Note:  No CA is required for Item 4 as it is replacement in kind.

            6G.      HPCA-04-048 at 224 Edgemere Court Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of Sam Gresham for Leonard Slater for Certificate of Appropriateness to amend previously approved proposal to include 1.) 2 skylights.

Mr. Gresham was present.

APPROVED.  Motion:  Taylor/Bennett to approve application HPCA-04-048 as the shylight is located so a not to be visable from the street.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            6H.      HPCA-04-072 at 3100 Harvey Parkway Street. (Edgemere Park HD), Ward 2.  (Recommended for Continuance) Consideration and possible action on application of Sam Gresham for Charles Freede for Certificate of Appropriateness to 5.) modify the connecting form between the existing garage and the 2-story part of the house 5a.) including side entry and 5b.) side porch.

            6I.        HPCA-04-094 at 209 NW 32 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of Betsey Brunsteter for Certificate of Appropriateness to 2.) remove side door and replace with window to match the existing windows. 

APPROVED.  Motion:  Bennett/Collier to approve application HPCA-04-094.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Collier, Tague, Kelley.  Nays:  Small.

            6J.       HPCA-04-029 at 240 NW 34 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of James Martin for Certificate of Appropriateness to amend previously approved new construction to include 1.) 2 new windows at the SE bedroom of the second floor addition on the south wall. 

APPROVED.  Motion:  Small/Holcomber to approve application HPCA-04-029.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            6K.      HPCA-04-097 at 536 NW 36 Terrace Street. (Crown Heights HD), Ward 2.  Consideration and possible action on application of Eric Reding for Certificate of Appropriateness to 1.) remove  garage door, 2.) install solid wood garage door with wood trim panels.

            6L.       HPCA-04-103 at 2207 N Broadway Street. (Heritage Hills East HD), Ward 7.  Consideration and possible action on application of Monty Milburn for Certificate of Appropriateness to 1.) replace windows, 2.) remove window and 3.) replace with door, 4.) install 2 sets of French doors, 5.) paint brick building and 6.) install fence. 

WITHDRAWN.  The applicant withdrew the request for approval for application HPCA-04-103 just prior to the meeting. 

            6M.     HPCA-04-104 at 213 NW 21 Street. (Heritage Hills HD), Ward 6.  Consideration and possible action on application of Anubis Qetlah for Certificate of Appropriateness to 1.) demolish existing garage and 2.) construct new garage.

            6N.      HPCA-04-071 at 529 NW 14 Street. (Heritage Hills HD), Ward 6.  Consideration and possible action on application of Sam Gresham for Rodney Brown for Certificate of Appropriateness to extend the deadline for completion of previously approved work items listed in HPCA-01-152.

APPROVED.  Motion To Execute Certified Local Government Grant for 2004-2005: Collier/Bennett to approve execution of the CLG for 2004-2005 in the amount of $20,990 and match funds in the amount of $13,994.  Ayes:  Daniel, Galbraith, Bennett, Taylor, Holcombe, Small, Collier, Tague, Kelley.  Nays:  None.

            B. The next regularly scheduled meeting for the Historic Preservation Commission is Wednesday, October 6, 2004, at 3:00 p.m. at the Municipal Building, City Council Chamber.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, September 14.
