The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma. The meeting convened at 3:06 p.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

6A. HPCA-04-088 at 111 NW 14 Street. (Heritage Hills East HD), Ward 7. Consideration and possible action on application of Pam Thompson for Certificate of Appropriateness to 1.) expand to the west, the existing asphalt parking lot, 2.) remove/replace and add new fence sections, 3.) remove storage building, 4.) remove existing approach and sidewalk, and 5.) add new concrete approach.
Staff announced withdrawal of the proposal.

6B. HPCA-04-080 at 119 NW 15 & 124 NW 16 Street. (Heritage Hills East HD), Ward 7. Consideration and possible action on application of Greg Sells for Jason Thompson for Certificate of Appropriateness to 1.) construct 6’ high decorative iron fence on north side of property, 2.) install security gates and access control devices on gates, 3.) install access control devices on doors, 4.) replace galvanized chain link with vinyl coated chain link and paint existing posts and rail to match (black).

Consideration and possible action on application of Jeff Jenkins for Dr. Matthew McBride for Certificate of Appropriateness to 1.) remove plywood siding and screening from back porch and mudroom, 2.) install wood lap siding and corner boards to mudroom, 3.) install new wood column & steps, 4.) remove aluminum window and replace with wood window to closely match windows of main house and 5.) install new wood window in an original window location that has been closed off.

Consideration and possible action on application of Jane Edmonds for Certificate of Appropriateness to amend the previously approved garage replacement proposal to 1.) change the windows, 2.) remove the balcony, 3.) reconfigure the stair and 4.) relocate the door.

6I. HPCA-04-077 at 724 NW 16 Street. (Mesta Park HD), Ward 6. Consideration and possible action on application of Sarah Tracy for Certificate of Appropriateness to 1.) remove existing fence and 2.) install new fencing.
The applicant was not present.
Pamela (MiMi) Davis was present and indicated that the applicant is attempting to conceal the heat and air unit by installing the fence forward of the 50% mark.
Raina Pelofsky was present and indicated that the neighborhood committee is in favor of allowing the fence to be set forward somewhat, as this would be preferred to an exposed heat and air unit.

6J. HPCA-04-084 at 929 NW 17 Street. (Mesta Park HD), Ward 6. Consideration and possible action on application of Tiffany Davis for Certificate of Appropriateness to 1.) remove front porch enclosure and windows and 2.) chemically remove paint from brick.
Raina Pelofsky was present and indicated that the neighborhood committee is very much in favor of the proposal.

6K. HPCA-04-085 at 705 NW 16 Street. (Mesta Park HD), Ward 6. Consideration and possible action on application of Alan and Pamela Davis for Certificate of Appropriateness to 1.) remove non-historic front porch and 2.) construct front porch to match historic front porch.
Mrs. Davis was present.
Ms. Pelofsky indicated that the neighborhood committee is also in favor of this project.

Consideration and possible action on application of Anthony Herbert for Certificate of Appropriateness to 1.) install iron gate and fence on east side, 2.) install brick and iron fence on west side of back yard, 3.) construct patio and arbor, 4.) replace exterior door with window, and 5.) replace front door.
Mr. and Mrs. Hebert were present and indicated that the pergola will be construct so as not to be attached to the house.

6R. HPCA-03-071 at 904 NW 40 Street. (Crown Heights HD), Ward 2. Consideration and possible action on application of Jim Roth or Certificate of Appropriateness to 1.) amend the previously approved proposal for front dormers to include 6 over 6 wood windows.
Mr. Gresham was present.
Gary Wood was present and indicated that the neighborhood committee supports the proposal.

6S. HPCA-04-070 at 900 NW 39 Street. (Crown Heights HD), Ward 2. Consideration and possible action on application of DW Hearn or Certificate of Appropriateness to 1.) kitchen addition and 2.) new window.

Mr. Whitehead was present and indicated that the siding will be constructed of wood to exactly match the existing wood siding and that the window will be constructed of wood to match the window shown in the photo provided.

7A. HPCA-02-136 at 930 NW 22 Street. (Mesta Park HD), Ward 6. Consideration and possible action on application of Richard Carlson for Certificate of Appropriateness to consider documentation of sell of property.

7B. HPCA-04-060 at 1000 NW 22 Street. (Mesta Park HD), Ward 6. The applicant requested withdrawal of the application for Certificate of Appropriateness by Joshua Livingson to 1.) demolish existing garage apartments and 2.) construct multi-family complex consisting of 2 buildings and 3.) install parking.
No action taken.
8. COMMUNICATIONS
A. Administrative Approval Report.
B. The next regularly scheduled meeting for the Historic Preservation Commission is Wednesday, August 4, 2004 at 3:00 p.m. at the Municipal Building, City Council Chamber. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, July 13, 2004.
C. Commissioners Holcombe and Collier requested that all properties with pending zoning violation actions be left on the report. Ms. Yetter was present and indicated compliance.
D. Commissioner Holcombe inquired as to the status of the ordinance revisions related to the neighborhood committees.
