The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma. The meeting convened at 3:05 p.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

6. CASES FOR INDIVIDUAL CONSIDERATION
A. HPCA-03-022 at 828 NW 15 Street. (HH HD), Ward 6. Consideration and possible action on application of Sam Gresham for Nancy and Aubrey Kerr for a Certificate of Appropriateness to 8.) add window at front gable of new garage, 9.) remove the garden shed from the proposal and 10.) widen the garage from 24’-0” to 26”-0”.
Mr. Gresham was present and clarified the new window design with a new drawing.

B. HPCA-04-062 at 210 NW 21 Street. (HH HD), Ward 6. Consideration and possible action on application of Jack and Donna Bryant for Certificate of Appropriateness to 1.) install window at back façade of non-historic garage and 2.) add gutter and down spouts.

Consideration and possible action on application of Sam Gresham for Adam Brown for Certificate of Appropriateness to 3.) remove 2nd floor sleeping porch at front, and 4.) install new wood window to match the adjacent historic windows in dimension, material, operability, detail and finish.

D. HPCA-04-052 at 1514 Classen Drive Street. (Heritage Hills), Ward 6. Consideration and possible action on previously approved application of John Richarson III for Certificate of Appropriateness to extend the completion date to 1.) remove existing planter in front yard, 2.) remove existing driveway and parking area, 3.) remove existing front porch and sidewalks, 4.) remove existing back porch, sidewalks, decks and patios, 5.) install brick edging in front yard, 6.) construct new concrete stairs and landing and brick front porch with 36” handrail and 3’ sunshine tile medallion, 7.) construct seating wall with brick columns at front porch, 8.) widen drive to 10’ and install on a curve, 9.) construct brick driveway column, 10.) install decorative iron fence and gate at driveway, 11.) install decorative iron pedestrian gate on north side, 12.) construct new back porch with brick columns, iron railing, and patio, 13.) construct new circular back scored concrete and brick patio with sunshine tile medallion, 14.) construct new circular scored concrete and brick parking pad with sunshine tile medallion, and 15.) install stepping stones to garage entrance as well as, amend item #6, the front porch proposal, as illustrated.

E. HPCA-04-061 at 207 NW 18 Street. (Heritage Hills), Ward 6. Consideration and possible action on application of John and Debbie Benn for Certificate of Appropriateness to 1.) install shutters in previous locations at the front upper level and replace existing shutters at the front lower level, 2.) install brick pavers over the entire front porch, leaving the steps brushed grey concrete, 3.) replace front door with wood door, both options A and B, remove shutters at front door, and install a wood entablature around front door, 4.) replace iron railing with traditional wood railing, 5.) remove existing driveway and curbs and replace, leaving decorative vacant areas for grass 6.) remove wood insert from west side window opening and replace with brick to match house or glass block, 7.) remove west side metal storm door and wood door and replace with window of same size, 8.) remove existing east window and replace with wood door with true divided lights, 10.) remove steel casement windows in front facade of garage and install wood French doors with 15 true divided lights that match the existing width of the windows.
Mr. and Mrs. Benn were present and corrected the description of item 7. Additionally, they clarified and amended the proposal as described below.

PARTIALLY APPROVED, PARTIALLY DENIED W/OUT PREDJUDICE. Motion: Holcombe/Hovorka to approve the proposed door of item #3 of application HPCA-04-061 and deny without predjudce the door surround of item #3 as the proposal is not compatible with the design guidelines. Ayes: Daniel, Galbraith, Hovorka, Holcombe, Small, Tague, Collier. Nays: None.
APPROVED. Motion: Small/Collier to approve item #1 of application HPCA-04-061 based on the fact that there is existing evidence that there were shutters on the upper 3 windows. Ayes: Daniel, Hovorka, Small, Tague, Collier. Nays: Holcombe and Galbraith.
DENIED WITH PREDJUDICE. Motion: Small/Tague to deny with predjudice item #2 of application HPCA-04-061 as the proposal is not consistent with the design guidelines. Ayes: Daniel, Galbraith, Hovorka, Holcombe, Small, Tague, Collier. Nays: None.
APPROVED. Motion: Holcombe/Galbraith to approve item #6 of application HPCA-04-061 amended to be a true divided-light window to match the upper sash of the historic windows. Ayes: Daniel, Galbraith, Hovorka, Holcombe, Small, Tague, Collier. Nays: None.

M. HPCA-04-029 AT 240 NW 34 Street. (Edgemere Park HD), Ward 2. Consideration and possible action on application of James Martin for Certificate of Appropriateness to amend the previously approved proposal to add 10.) construct dormer (bedroom) @ SE corner and 11.) construct dormer (dressing and bath) @ SW corner of house.
Mr. Martin presented new drawings at the meeting that differed from the proposal that was presented in the Commission packets. The change in the proposed design is that the new second floor exterior walls will be flush with the existing first floor exterior walls below each dormer.
APPROVED. Motion: Hovorka/Galbraith to approve items #10 and #11 of application HPCA-04-063 as amended. Ayes: Daniel, Galbraith, Hovorka, Holcombe, Small, Tague, Collier. Nays: None.
N. HPCA-04-063 at 809 NW 38 Street. (CH HD), Ward 2. Consideration and possible action on application of Maura Sullivan for Certificate of Appropriateness to 1.) remove non-historic door, 2.) add wood trim boards and in-fill the bottom of the door opening with stucco, 3.) in-fill the top half of the door opening with clear glass and 4.) add HVAC window unit and 5.) a dryer vent will be added to the east façade.
Ms. Sullivan was present. She withdrew item #4.

O. HPCA-04-047 at 812 NW 39 Street. (Crown Heights HD), Ward 2. Consideration and possible action on application of Sam Gresham for Lauri Counts for Certificate of Appropriateness to 1.) construct second floor addition above the existing 1st floor porch at the center of the (back) south facade, 2.) construct 2nd floor addition at the east wing south facade, 3.) construct 2nd floor balcony south of the east wing second floor addition, 4.) relocate two non-historic windows to the new second floor center wall 5.) and install fireplace and chimney.
Mr. Gresham was present. He agreed to set back the south wall of the center addition 8” per Commissioner Small’s suggestion. The existing windows and doors will be relocated to be placed in the new wall.

P. HPCA-03-074 at 800 NW 41 Street. (Crown Heights), Ward 2. Consideration and possible action on application of Eric Wasson for Don Horton for Certificate of Appropriateness to 1.) remove deteriorated windows and 2.) install new windows.
Mr. Wasson and Virgil Onan, (contractor) were present.
CONTINUED. Motion: Galbraith/Holcombe to continue for 30-days items #1 and 2 of the application HPCA-03-074 to allow Eva Osborne, Commissioner Holcombe and Commissioner Small to examine each existing window to report to the Commission at the July meeting which windows are deteriorated beyond repair. Staff is announcing the administrative approval of an application of David Worthington for Certificate of Appropriateness to install fence. Administratively approved on May 4, 2004 based on the Preservation Guidelines and Standards for Oklahoma City Historic Districts.
2. HPCA-04-059 at 1414 N Hudson Street. (Heritage Hills HD), Ward 6. Staff is announcing the administrative approval of an application for Certificate of Appropriateness to install fence. Administratively approved on May 4, 2004 based on the Preservation Guidelines and Standards for Oklahoma City Historic Districts.
3. HPCA-04-058 at 1432 NW 38 Street. (Putnam Heights HD), Ward 2. Staff is announcing the administrative approval of an application of Edwin Crane for Certificate of Appropriateness to install fence. Administratively approved on May 4, 2004 based on the Preservation Guidelines and Standards for Oklahoma City Historic Districts.
4. HPCA-04-065 at 525 NW 40 Street. (Crown Heights HD), Ward 2. Staff is announcing the administrative approval of an application of Claudia San Pedro for Certificate of Appropriateness to install fence. Administratively approved on May 4, 2004 based on the Preservation Guidelines and Standards for Oklahoma City Historic Districts.
5. HPCA-04-066 at 834 NW 16 Street. (Heritage Hills HD), Ward 6. Staff is announcing the administrative approval of an application for Certificate of Appropriateness to install fence. Administratively approved on May 4, 2004 based on the Preservation Guidelines and Standards for Oklahoma City Historic Districts.
B. The next regularly scheduled meeting for the Historic Preservation Commission is Friday, July 9, 2004 at 3:00 p.m. at the Municipal Building, City Council Chamber. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, June 15, 2004.
