The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma.  The meeting convened at 3:00 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24/48 hours prior to the meeting.

APPROVED.  Motion:  Small/Taylor to approve the minutes of the April 7, 2004, Historic Preservation Commission meeting.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

4.            CONTINUANCE REQUESTS

A. Staff request continuance of the following cases:

            6K. HPCA-04-005 at 116 NW 26 Street. (Jefferson Park HD), Ward 2.  Consideration and possible action on application of Tony Thongkham for Certificate of Appropriateness to 2.) install driveway for new garage.

5.            CONSENT DOCKET CASES

            A.        HPCA-03-106 at 709 NW 16 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of Patrica Garrett for Certificate of Appropriateness to 1.) install full-light storm door on back facade. 

            B.        HPCA-04-015 at 2912 The Paseo Street. (Paseo HD), Ward 2.  Consideration and possible action on application of John Belt for Paseo Village for Certificate of Appropriateness to 5.) change property use. 

Mr. Belt was present.

C.         HPCA-03-030 at 1005 NW 18 Street. (Mesta Park HD), Ward 6.  Consideration and possible action to amend and extend the approved application of Michael Khoury for a Certificate of Appropriateness to construct carport and sitting area. The amendment  withdraws the attached west bay seating area.  

Pulled for individual consideration.

6.         CASES FOR INDIVIDUAL CONSIDERATION

5C.       HPCA-03-030 at 1005 NW 18 Street. (Mesta Park HD), Ward 6. Consideration and possible action to amend and extend the approved application of Michael Khoury for a Certificate of Appropriateness to construct carport and sitting area.  The amendment  withdraws the attached west bay seating area. 

                        Mr. Khoury was not present.

APPROVED.  Motion:  Holcombe/Couch to approve application HPCA-04-045, as the carport is not a “typical” carport structure, but is designed appropriately for the neighborhood.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            A.        HPCA-04-045 at 105 NW 20 Street. (Heritage Hills East HD), Ward 7.  Consideration and possible action on application of Jeff Justice, for Committee Joint Ventures, Inc. for Certificate of Appropriateness to 1.) install overhangs with exposed rafter tails and 2.) encase wood posts at front porch. 

Mr. Justice was not present.

DENIED WITH PREJUDICE.  Motion:  Small/Bennett to deny with prejudice application HPCA-04-045, as none of the detail matches historic presidence and the front of the house is a significant façade.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            B.        HPCA-03-015 at 131 NW 18 Street. (Heritage Hills East HD), Ward 7.  Consideration and possible action on application of Margaret Pitt-Helm for Certificate of Appropriateness to 2.) construct shed. 

Mr. Gresham was present with Ms. Helm.  The owner agreed to amend the proposal as stated in the condition.

CONDITIONALLY APPROVED.  Motion:  Small/Couch to approve application HPCA-03-015 contingent upon locating the structure no closer to the fence than 36 inches, installation of true wood board and batten, and wood panel doors.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            C.        HPCA-04-042 at 420 NW 18 Street. (Heritage Hills HD), Ward 6.  Consideration and possible action on application of Phillip Patterson for Certificate of Appropriateness to 1.) construct back porch with covered roof, wood columns, and a 15-light wood door and 2.) install wood balcony railing. 

Mr. Patterson was present.

APPROVED.  Motion:  Holcombe/Taylor to approve application HPCA-04-042.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            D.        HPCA-04-049 at 501 NW 14 Street. (Heritage Hills HD), Ward 6.  Consideration and possible action on application of Sam Gresham for Adam Brown for Certificate of Appropriateness to 1.) demolish existing garage, 2.) construct new garage with a 12' wide side addition, 3.) remove 2nd floor sleeping porch at front, and 4.) install new leaded glass oval window at 2nd floor front. 

Mr. Gresham was present with Mr. Brown.

CONTINUED.  Motion:  Holcombe/Couch to continued Items 3 and Item 4 of application HPCA-04-049 to allow Commission to review evidence of the original condition of the front facade.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

The applicant stated that all replacement windows would be one over one wood sash windows and that the “gothic” windows would be salvaged and used in the replacement structure.

APPROVED.  Motion:  Small/Taylor to approve Item 1 of application HPCA-04-049, based on the engineer’s report documenting the unstable nature of the existing structure and based on evidence that the existing structure probably is not original and to approve Item 2 with use of one over one wood sash windows and re-installation of the “gothic” windows where applicable.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            E.         HPCA-01-152 at 529 NW 14 Street. (Heritage Hills HD), Ward 6.  Consideration and possible action on application of Sam Gresham for Rodney Brown for Certificate of Appropriateness to Construct fence. 

Mr. Gresham was present with Mr. Brown.

RECOMMEND TO APPLY FOR NEW CERTIFICATE.  Motion: Small/Couch to continue application HPCA-01-152.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            F.         HPCA-02-136 at 930 NW 22 Street. (Mesta Park), Ward 6.  Consideration and possible action on application of Richard Carlson for Certificate of Appropriateness to amend the approved application to include new work schedule. 

Mr. Carlson appeared.

CONTINUED.  Motion:  Small/Couch to continue application HPCA-02-136 and requesting that staff assist the applicant in determining the requirements for the front porch rail and means to meet those requirements without visually distorting the historic rail.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            G.        HPCA-04-039 at 609 NW 18 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of James McCollom for Certificate of Appropriateness to 1.) demolish existing garage and 2.) construct new garage. 

Mr. McCollom was present.

APPROVED.  Motion:  Bennett/Holcombe to approve application HPCA-04-039, as the existing structure poses an eminant threat to safety.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            H.        HPCA-04-037 at 920 NW 17 Street. (Mesta Park HD), Ward 6.  Consideration and possible action on application of Michael Casey for Certificate of Appropriateness to amend the approved application to move the east wall of the proposed addition 6” to the east. 

Mr. Casey was present.  The applicant has determined that moving the wall east is not possible and therefore wishes to construct the wall flush with the existing.

CONDITIONALLY APPROVED.  Motion:  Small/Couch to approve application HPCA-04-037 contingent upon maintaining the existing corner board and adding a break to distinguish the historic fabric from the new construction.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            I.          HPCA-03-048 at 2600-2606 N Shartel Street. (Paseo HD), Ward 2.  Consideration and possible action on application of Mike Assef for Certificate of Appropriateness to 1.) remove 1 steel overhead garage doors, 2.) install 1 wood panel overhead garage door with wood pedestrian door insert. 

Mr. Assef was not present.

DENIED WITHOUT PREJUDICE.  Motion:  Small/Taylor to deny application HPCA-03-048 as the applicant has not provided adaquate documentation of the proposal and no further continuances are permitted.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            J.         HPCA-03-065 at 2909 N Paseo Street. (Paseo HD), Ward 2.  Consideration and possible action on application of Kathy Jacobson for Certificate of Appropriateness to 1.) alter the previously approved deck by changing the location of stair and 2.) install wood handrail. 

Mr Jacobson was present.

APPROVED.  Motion:  Couch/Holcombe to approve application HPCA-03-065.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            K.        HPCA-04-005 at 116 NW 26 Street. (Jefferson Park HD), Ward 2.  Consideration and possible action on application of Tony Thongkham for Certificate of Appropriateness to 2.) install driveway for new garage. 

APPROVED FOR CONTINUANCE WITHOUT DISCUSSION.  See motion at agenda section 4.A

            L.         HPCA-04-040 at 2504 N Hudson Street. (Jefferson Park HD), Ward 2.  Consideration and possible action on application of Mehdir Paknahad for Certificate of Appropriateness to 3.) install fence.  

Mr. Capron was present.

PARTIALLY APPROVED and PARTIALLY CONTINUED.  Motion:  Small/Couch to approve the north fence at 8 feet high, due to its proximity to adjacent single family housing, and the east fence at 6 feet high, and to continue the remaining portions of application HPCA-04-040.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            M.        HPCA-03-019 at 204 NW 32 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of John Franks for Certificate of Appropriateness to extend for 6-months the expiration date of the previously approved application to 1.) re-pour all original concrete, 2.) widen driveway to 10', 3.) construct garage on original garage location, 4.) move existing brick landscape wall to edge of drive and reduce its size, 5.) remove existing chain link fences, and install 2 decorative iron gates.

APPROVED.  Motion:  Bennett/Taylor  to approve application HPCA-03-019.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            N.        HPCA-04-029 at 240 NW 34 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of James Martin for Certificate of Appropriateness to amend previously approved application to include the following new items: 1.)  construct 2-story addition, 2.) alter decorative vent at front façade, 3.) construct dormer at east façade, 4.) install skylights at east façade and 5.) replace or repair fascia and window sills to match historic condition. 

Mr. Brown was present with Mr. Martin.  The applicant withdrew Item 2 as glass would be installed behind the existing vent and no visable change would occur.  The applicant also withdrew Item 3 in order to explore more compatible alternatives.

CONDITIONALLY APPROVED.  Motion:  Small/Bennett to approve Item 4 application HPCA-04-029 contingent upon the installation of flat roof windows.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

APPROVED.  Motion:  Holcombe/Couch to approve Item 5 of application HPCA-04-029.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

CONDITIONALLY APPROVED.  Motion:  Small/Hovorka  to approve Item 1 of application HPCA-04-029 contingent on the upper winodows will be insulate one-over-one wood windows with no cladding.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            O.        HPCA-04-044 at 229 NW 32 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of R. Howard Sears or Certificate of Appropriateness to 1.) remove existing non-original plywood and tongue and groove siding at front of garage, 2.) install either wood tongue and groove or wood lap siding and repair trim as necessary to front of garage, 3.) remove plywood pedestrian door from garage and 4.) install wood panel pedestrian door with half light, . 

Mr. Sears was not present.

CONDITIONALLY APPROVED.  Motion:  Small/Taylor to approve application HPCA-04-044 contingent upon the use of true wood siding materials.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            P.         HPCA-03-056 at 401 NW 34 Street. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of Michael Hoffner or Certificate of Appropriateness to 1.) construct rock walls on south and east sides. 

Mr. Hoffner was present with Mr. Martin.  The front (south) wall will not exceed 18 inches and will be used as part of the landscape plan.  Therefore, staff can administratively approve construction of the south proposal.

APPROVED.  Motion:  Taylor/ Couch to approve the east wall as proposed in application HPCA-03-056 at 18” high max., and approve the south wall  as evidence exists to indicate that some type of wall or fence was located as proposed historically and the existing wrought itron fence will remain.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

            Q.        HPCA-04-048 at 224 Edgemere Court. (Edgemere Park HD), Ward 2.  Consideration and possible action on application of Sam Gresham for Leonard Slater for Certificate of Appropriateness to 1.) construct 2nd floor addition with 2.) arched window in new dormer and pair of windows on south  (back) side, 3.) wood louvered attic vent in small new gabled dormer on west side, 4.) arched window in new dormer on east side and 5.) arched window in existing gable on east side. 

Mr. Gresham was present.

CONTINUED.  Motion:  Small/Holcombe to continue Item 5 of application HPCA-04-048.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe, Small.  Nays:  None.

APPROVED.  Motion:  Taylor/Couch to approve remaining items of application HPCA-04-048 contingent upon submission of detailed documentation to staff and with an option to install either square or arched windows in approved openings.  Ayes:  Daniel, Hovorka, Bennett, Couch, Taylor, Holcombe.  Nays:  None.

            R.        HPCA-04-047 at 812 NW 39 Street. (Crown Heights HD), Ward 2.  Consideration and possible action on application of Sam Gresham for Lauri Counts for Certificate of Appropriateness to 1.) construct second floor addition above the existing 1st floor porch at the center of the (back) south facade, 2.) construct 2nd floor addition at the east wing south facade, 3.) construct 2nd floor balcony south of the east wing second floor addition, 4.) relocate two non-historic windows to the new second floor center wall 5.) and install fireplace and chimney. 

Mr. Gresham was present.

7.            OTHER BUSINESS

            A.        Consideration and possible action on Certified Local Government grant application.

            B.          Consideration and possible action on Election of Vice-Chairman.

No action taken.

8.            COMMUNICATIONS

            A.        The Criterion Group, Inc. is hosting a free social and educational evening for area residents interested in Oklahoma City history and local preservation issues.  The event will be held in the Carriage House of the historic Overholser Mansion, 405 NW 15 May 13 at 6:30.

            B.         The State Historic Preservation Conference is Wed., May 19, 2004 in Shawnee Oklahoma.

            C.         The items of the appeal that were denied by the Board of Adjustment concerning the HP Commissions decision for HPCA-03-137, an application for Certificate of Appropriateness by Todd Ranger, 717 NW 39 (Crown Height HD) has been appealed to District Court. The items subject to this second appeal are 5.) construct side porch and 10.) construct second story addition and relocate the proposed dormer.

            D.        Staff is announcing that all the permits issued by the Development Center can now be viewed on-line.  It will show all permits, i.e., building, mechanical, electrical, plumbing, fencing, elevator, fire sprinkler, lawn sprinkler, swimming pool, storm shelter, etc. from January 2001 to present.  The permits site is as follows: http://www.okc.gov/permits.

            E.         The next regularly scheduled meeting for the Historic Preservation Commission is Wednesday, June 4, 2004 at 3:00 p.m. at the Municipal Building, City Council Chamber.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, May 11.
