The meeting of the Oklahoma City Historic Preservation Commission was called to order in the City Council Chamber, 3rd Floor of the Municipal Building, 200 N. Walker Avenue, Oklahoma City, Oklahoma.  The meeting convened at 3:13 p.m.  Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 48 hours prior to the meeting.

I.          ROLL CALL

II.        II-A.            APPROVAL OF MINUTES

APPROVED AS AMENDED.  Motion:  Small/Bennett to approve the minutes of the December 3, 2003, Historic Preservation Commission meeting.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            II-B.            CITATION REPORT

City Inspector John Wilson presented the report.  Mr. Gary Wood, of the Crown Heights Neighborhood Association, addressed a specific property in question.  Both Commissioner Bennett and Commissioner Small requested clarification of future reports via format simplification or the addition of dates or a numbering system.

III.            CONSENT DOCKET

            III-A.            CONSENT DOCKET CASES

            III-A/MP. Consider a second continuance for 60-days of the application for Certificate of Appropriateness HPCA-03-123 to remove asphalt shingles and install metal tile roof to match clay tile on house.  Applicant:  Janice McClain, at 900 NW 19 (Mesta Park HD).  Ward 6.

            III-B/HH. Consider a second continuance for 60-days of the application for Certificate of Appropriateness HPCA-03-133 to 1.) replace all siding and trim in-kind with preassembled cedar panels, 2.) replace front porch using pressure-treated wood for infrastructure,  3.) replace front porch columns with 6 round columns, 4.) replace side porch columns with 6 round columns and 5.) replace window-supporting elements with 2 round columns.  Applicant:  Scott Wieditz, at 309 NW 16 (Heritage Hills HD).  Ward 6.

APPROVED.  Motion:  Bennett/Small to continue the above items as stated.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

IV.       CASES FOR INDIVIDUAL CONSIDERATION

            IV-A/MP. Consider issuance of a Certificate of Appropriateness for application HPCA-03-156 to 1.) demolish garage, 2.)construct new garage, 3.) demolish 2 forms including a 1-story form at back of house with balcony above, 4.) demolish shed roof over basement stair, 5.) construct new back wall with wood siding and stucco to match existing, 6.) finish roof where balcony was removed, 7.)  demolish windows at second floor, 8.) install new windows at second floor, 9.) install wood shake shingles at second floor exterior wall, 10.) install new back door and basement door and 11.) add new double window at back façade.  Applicant:  Albert Harrison, at 1010 NW 18 (Mesta Park HD).  Ward 6.

Ms. Raina Pelofsky appeared, representing the Mesta Park Neighborhood Association.

APPROVED.  Motion:  Bennett/Gumerson to approve Item 1, as the existing garage is non-contributing to the historic character of the district and item two of application HPCA-03-156 contingent upon the installation of recessed wood panel garage doors in the proposed construction.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

APPROVED.  Motion:  Small/Taylor to approve Items 3 through 11 of application HPCA-03-156 with Item 9 approved due to special a circumstance; that special circumstance being that the shingle is being used to patch and repair the matching existing material.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-B/JP. Consider issuance of a Certificate of Appropriateness for application HPCA-03-147 to construct addition at garage.  Applicant:  Zack Porterfield, at 112 NW 26 (Jefferson Park HD).  Ward 2.

APPROVED.  Motion:  Gumerson/Taylor to approve application HPCA-03-147.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-C/JP. Consider issuance of a Certificate of Appropriateness for application HPCA-03-155 to 2.) construct ramp, 3.) replace siding, 4.) cover 1 front door opening with siding, 5.) install 1 front door in existing opening, 6.) install door at ramp location, and 7.) install 2 back doors.  Applicant:  Latasha Grant, at 436 NW 30 (Jefferson Park HD).  Ward 2.

Ms. Grant appeared.  She stated that she would provide a letter of authorization from the property owner granting authorization to make changes to the property.

Mr. Michael Hoffner appeared with concerns regarding view of the ramp from the street.

CONTINUED.  Motion:  Gumerson/Bennett to continue Item 3 of application HPCA-03-155.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

APPROVED.  Motion:  Gumerson/Bennett to approve Item 2 of application HPCA-03-155 contingent upon return to Commission for approval if design of ramp elements must be altered to meet code requirements; it must be noted on the approved drawings and Certificate that the height of the proposed ramp is 30” or less at the highest point rather than as stated on the drawing provided.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

APPROVED.  Motion:  Taylor/Bennett to approve Items 5, 6 and 7 of application HPCA-03-155 contingent upon agreement by the applicant to delete Item 4 and to change Item 5 to the installation of 2 glass doors at the front of the building in existing openings.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-D/EP. Consider issuance of a Certificate of Appropriateness for application HPCA-03-067 to 1.) remove flagstone walk at west front arch and install brick paving, 2.) remove sidewalk at front yard, 3.) remove wood arbor, 4.) construct 22" tall brick column with concrete cap, 5.) install brick landing at front stair and brick “ribbons” in the new grey concrete driveway.  Applicant:  Susan Savage, at 224 NW 33 (Edgemere Park HD).  Ward 2.

Mr. Michael Hoffner, of the Edgemere Park review committee appeared.

PARTIALLY APPROVED and PARTIALLY CONTINUED.  Motion:  Gumerson/See to approve Items 1 through 4 and continue Item 5 of application HPCA-03-067.  Ayes:  Daniel, Gumerson, Taylor, See, Small.  Nays:  Bennett.

            IV-E/CH. Consider issuance of a Certificate of Appropriateness for application HPCA-03-137 to 1.) install new porch columns, 2.) install railing above front porch, 3.) delete proposal to install paving at front of porch and at walk to street, 4.) delete proposal to install screen wall at west side of house, 5.) construct porch on west side of house with 8” dia. wood column and wrought iron railing to match completed construction, 6.) replace additional windows with wood true divided-light windows that match the other recently installed windows, 7.) construct 14’ addition to north side of garage as completed, 8.) replace back porch support with 10” wood column as built, 9.) reconfiguration of window and door placement on second floor north wall, 10.) construct new dormer at east side of garage and relocate approved dormer and 11.) install steel door at north wall of garage.  Applicant:  Sam Gresham for Todd and Sherlene Ranger, at 717 NW 39 (Crown Heights HD).  Ward 2.

            IV-F/PH. Consider issuance of a Certificate of Appropriateness for application HPCA-03-092 to 1.) remove existing set of windows at back deck of house, 2.) install set of French doors centered in location of existing triple set of windows, and 3.) remove hand rail at back deck.  Applicant:  Richard Thompson, at 1443 NW 37 (Putnam Heights).  Ward 2.

APPROVED.  Motion:  Gumerson/Bennett to approve application HPCA-03-092.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-G/SH. Consider issuance of a Certificate of Appropriateness for application HPCA-03-035 to request a 1-year extension to January 13, 2005 for the approved items to 1.) chemically remove paint from house brick, 2.) remove non-original carport, 3.) remove driveway, 4.) remove chain-link fence and construct wood fence, 5.) build garage, 6.) install new driveway, and 7.) extend sidewalk at street to enter pedestrian gate, as well as the approved amendments to 1b.) alter location of garage to satisfy existing utility easement, 2b.) alter drive to correspond with new garage location, 3b.) increase garage depth by 5' and 4b.) alter the proposed location for the fence to accommodate change in garage location.  Applicant:  Tracey Bewley, at 2240 NW 27 (Shepherd HD).  Ward 2.

            IV-H/SH. Consider amendment to the approved application for Certificate of Appropriateness HPCA-03-148 to construct addition.  Applicant:  Darren Garvin, at 2113 NW 27 (Shepherd HD).  Ward 2.

APPROVED.  Motion:  Small/Gumerson to approve application HPCA-03-148.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-I/HHE. Consider issuance of a Certificate of Appropriateness for application HPCA-03-130 to to 1.) build house and 2.) build shed.  Applicant:  Ann M. Felton, Habitat for Humanity, Inc., at 119 NW 16 (Heritage Hills East HD).  Ward 7.

Ms. Felton and Mr. Hinchey appeared.

Mr. Randy Ice appeared as representative for Heritage Hills East.

APPROVED.  Motion:  Small/Gumerson to approve both applications HPCA-03-130 and HPCA-03-131 with either wood or HardiPlank contingent upon the installation of true divided lite windows, installation of sidewalks, and extension of the driveway to meet the shed.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-J/HHE. Consider issuance of a Certificate of Appropriateness for application HPCA-03-131 to to 1.) build house and 2.) build shed.  Applicant:  Ann M. Felton, Habitat for Humanity, Inc., at 127 NW 16 (Heritage Hills East HD).  Ward 7.

Mr. Randy Ice appeared as representative for Heritage Hills East.

APPROVED.  (Subject to same language as approval of 119 NW 16) Motion:  / to approve application HPCA-03-131.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

            IV-K/HH. Consider issuance of a Certificate of Appropriateness for application HPCA-03-158 to 1.) install 2 driveway gates at front wall of house (back wall of front porch) and 2.) install one metal rail for basement steps.  Applicant:  Richey Fence and Landscaping for Dara Prentice, at 433 NW 15 (Heritage Hills HD).  Ward 6.

Ms. Prentice and contractor appeared.

APPROVED.  Motion:  Gumerson/See to approve application HPCA-03-158 contingent upon installation of gates at north side of the south columns, based on the special circumstance that the general consensus of the Commission is that the proposal is consistant with the surrounding properties and in scale with the house and that the existing elements of the house would assist in obscuring the gate, and approved with the option to alter the gate to include an inversed arch or a straight horizontal top.  Ayes:  Daniel, Gumerson, Taylor, See.  Nays:  Bennett, Small.

            IV-L/HH. Consider issuance of a Certificate of Appropriateness for application HPCA-04-001 to install shutters.  Applicant:  Chelle Anderson, at 409 NW 21 (Heritage Hills HD).  Ward 6.

Ms. Anderson appeared.

APPROVED.  Motion:  Small/Taylor to approve application HPCA-04-001 contingent upon installation of shutters in a manner that gives the appearance of opperational shutters.  Ayes:  Daniel, Gumerson, Bennett, Taylor, See, Small.  Nays:  None.

V.            OTHER BUSINESS

VI.            COMMUNICATIONS

VI-A.            Administrative Approval Report.

            VI-B/MP. NO ACTION REQUIRED.  Staff announced the filing of an appeal of the Historic Preservation Commission’s decision to deny the application for a Certificate of Appropriateness HPCA-03-106 to install new back storm door.  Applicant:  Edwin Ruyle, at 709 NW 16 (Mesta Park HD).  Ward 6.

            VI-C.   The Commission will elect Chair and Vice Chair for the year 2004 during the next regularly scheduled meeting.

            VI-D.   The next regularly scheduled meeting for the Historic Preservation Commission is Wednesday, February 4, 2004, at 3:00 p.m. at the Municipal Building, City Council Chamber.  New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Tuesday, January 13, 2004.  The following meeting is March 3, 2004 with a deadline of February 10, 2004.
