Note: This agenda is the same as that of the canceled August 11 meeting, except for adding item V-B.
The meeting of the Oklahoma City Bricktown Urban Design Committee was called to order in the 2nd Floor Conference Room, 116 E Sheridan Avenue, Oklahoma City, Oklahoma. The meeting convened at 9:03 a.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 48 hours prior to the meeting.

II. APPROVAL OF MINUTES
APPROVED. Motion: Washington/Ainsworth to approve the minutes of the July 14, 2004, Bricktown Urban Design Committee meeting. Ayes: Pitman, Wilson, Ainsworth, Washington, Yoeckel. Nays: None.
III. CASES FOR INDIVIDUAL CONSIDERATION
III-A. Consider modifying a Bricktown Certificate of Approval for BCA-03-013, at 201 E Main St. Application: Steve McGarraugh, Capital Design, for Laird Crowe, is applying for approval to (6) add brick-paver patio with exposed concrete foundation.
No one appeared.
APPROVED. Motion: Yoeckel/Washington to approve BCA-03-013. Ayes: Pitman, Wilson, Ainsworth, Washington, Yoeckel. Nays: None.
III-B. Consider issuing a Bricktown Certificate of Approval for BCA-04-005, at 115 E Reno Ave. Application: Sam Gresham, for Linda Rosser, Wells Fargo Stables LLC, is applying for approval to renovate the north (alley) facade, including set-back doorway, windows, and brick parapet.
Mr. Gresham appeared. He stated that the top of the parapet would have painted metal cap flashing.
APPROVED. Motion: Washington/Yoeckel to approve BCA-04-005. Ayes: Pitman, Wilson, Ainsworth, Washington, Yoeckel. Nays: None.
III-C. Consider issuing a Bricktown Certificate of Approval for BCA-04-007, at 100 E California Ave. Application: Cynthia Wright, Johnson & Associates Inc., for The Ainsworth Co., is applying for approval to install a handicap ramp at the canal level.
Mr. Tim Johnson appeared for the application. As the property owner, Committee member Ainsworth recused himself. Mr. Johnson agreed to a condition of approval for the ramp to have a concrete surface.
APPROVED, with condition. Motion: Wilson/Yoeckel to approve BCA-04-007, with the condition as stated above. Ayes: Pitman, Wilson, Washington, Yoeckel. Nays: None. Abstain: Ainsworth.
III-D. Consider issuing a Bricktown Certificate of Approval for BCA-04-006, at 103 E California Ave. Application: Cynthia Wright, Johnson & Associates Inc., for Brewer Enterprises, is applying for approval to install awnings, palm lamps, and table umbrellas, and change the west opening to the canal.
Mr. Tim Johnson appeared for the application. He described the awnings as canvas, shed style, thatch-color brown “lemon tweed,” with scallop on bottom, and with blue and yellow signs. On the change of the west opening, he agreed to a condition of approval for the planter boxes to have live seasonal plants year-round, properly maintained. Also on the west opening, he withdrew reconsideration of painting the walls of the exposed room
CONTINUED, in part. Motion: Wilson/Ainsworth to continue the awnings of BCA-04-006 [for one month], for the applicant to submit drawings. Ayes: Pitman, Wilson, Ainsworth, Washington, Yoeckel. Nays: None.
APPROVED, in part, with condition. Motion: Wilson/Yoeckel to approve changes to the west opening to the canal of BCA-04-006; those being deleting the requirement for a rail, and adding the installation of planter boxes, subject to the condition above. Ayes: Wilson, Ainsworth, Washington, Yoeckel. Nay: Pitman.
Motion: Yoeckel/Washington to approve the umbrellas of BCA-04-006. Withdrawn.
DENIED, in part. Motion: Wilson/Ainsworth to deny the umbrellas and palm lamps of BCA- 04-006, because they are not consistent with the aesthetic appeal of Bricktown, and inside elements should be kept inside. Ayes: Pitman, Wilson, Ainsworth, Washington, Yoeckel. Nays: None.
III-E. Consider issuing a Bricktown Certificate of Approval for BCA-04-004, at 222 E Sheridan Ave. Application: Ben L. Randolph, Wave Omnimedia LLC, for Power Alley Parking, is applying for approval to (1) install a mural on billboard on the south side; and (2) project images on the west side of the parking garage.
Mr. Randolph appeared. As the property owner, Committee chair Pitman recused himself; Vice-chair Wilson chaired the meeting during this item. Staff noted that that item (1) is not on a “billboard” as defined by the current billboard moratorium. Staff noted that the applicant had agreed to conditions of approval that (a) artwork is limited to photographs of Chihuly glass in the Oklahoma City Museum of Art, with images supplied by the museum; and (b) sponsorship locations, including “product placement” within an image, are limited to 10% of an image. Mr. Pitman offered to install a small section of the screen for item (2) as a demonstration.
APPROVED, in part, with conditions. Motion: Washington/Ainsworth to approve item (1) of BCA-04-004. Ayes: Wilson, Ainsworth, Washington, Yoeckel. Nays: None. Abstain: Pitman.
CONTINUED, in part. Motion: Washington/Ainsworth to continue item (2) of BCA-04-004 [for one month]. Ayes: Wilson, Ainsworth, Washington, Yoeckel. Nays: None. Abstain: Pitman.

V. COMMUNICATIONS
V-A. Sub-committee on murals: Committee members held a brief discussion; no action.
V-B. Notification of pending cases: Consider and discuss policy and procedure changes for owners of nearby properties to learn about proposed changes: No discussion.
V-C. The next regularly scheduled meeting for the Bricktown Urban Design Committee is Wednesday, September 8, 2004, at 9:00 a.m. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Monday, August 30.
