BRICKTOWN URBAN DESIGN COMMITTEE
March 10, 2004 - 9:00 a.m.

The meeting of the Oklahoma City Bricktown Urban Design Committee was called to order in the 2nd Floor Conference Room, 116 E Sheridan Avenue, Oklahoma City, Oklahoma. The meeting convened at 9:01 a.m. Notice of the meeting and agenda were filed with the City Clerk’s office and posted on the Council bulletin board 24 hours prior to the meeting.

II. APPROVAL OF MINUTES
APPROVED. Motion: Washington/Yoeckel to approve the minutes of the February 11, 2004, Bricktown Urban Design Committee meeting. Ayes: Wilson, Washington, Yoeckel. Nays: None.
III. CASES FOR INDIVIDUAL CONSIDERATION
III-A. Consider modifying a Bricktown Certificate of Approval for BCA-04-001, at 117 E Sheridan Ave. Application: Ryan P. Fuller, Hatcher Construction Services, for Bricktown Venture Inc., is applying for approval to construct a small building in a parking lot for an ATM.
Mr. Fuller appeared.
APPROVED. Motion: Yoeckel/Washington to approve BCA-04-001. Ayes: Wilson, Washington, Yoeckel. Nays: None.
III-B. Consider issuing a Bricktown Certificate of Approval for BCA- 04-002, at 108 E California Ave. Application: Steve McGarraugh, for John Freeman, 108 California LLC, is applying for approval to (2) replace set-back entry with store-front glass and doors; and (5) remove bricks from the arched entry.
Mr. McGarraugh appeared. He submitted a statement on repairs of the south side, as requested in February. On item (2), he defined as glass the setback from the eastmost windows to the door plane, and stated that the frames have a standard dimension of 2”. He agreed to conditions of approval on item (2) to (a) use dark tan, dark gray, or dark green dividers, including those for the upper-floor windows approved last month; and (b) delete the lower horizontal divider on the eastmost windows.
APPROVED, with conditions. Motion: Washington/Yoeckel to approve BCA- 04-002 with the conditions as stated. Ayes: Wilson, Washington, Yoeckel. Nays: None.
III-C. Consider issuing a Bricktown Certificate of Approval for BCA- 04-003, at various sites. Application: Keven Virgilio, The Nature Conservancy, Oklahoma Chapter, is applying for approval to temporarily install artistic buffalo sculptures.
Ms. Virgilio appeared with Ms. Juliette Hulen.
APPROVED. Motion: Yoeckel/Washington to approve BCA-04-003, for display May through September 2004, with the number and location of sites not required to be determined, and waiving any future hearing on revocable permits. Ayes: Wilson, Washington, Yoeckel. Nays: None.
IV. OTHER BUSINESS
IV-A. Boundary expansion: Consider a recommendation concerning proposed ordinances amending BC Bricktown Core zoning boundaries and establishing design review criteria.
Mr. Terry Taylor, Planning Department, described the proposals and discussed the process used to bring about the changes, including discussions with property owners.
RESOLUTION APPROVED. Motion: Washington/Yoeckel to recommend approval of the boundary change and design guidelines to the Planning Commission. Ayes: Wilson, Washington, Yoeckel. Nays: None.
V. COMMUNICATIONS
V-A. Code violation, 100 E Main St: Ms. Randall said the Municipal Court case has been continued. Since last month, the mirror walls have been replaced with brick that appears to be what the Committee approved, but installation details have not been checked for compliance with the Certificate of Approval.
V-B. The next regularly scheduled meeting for the Bricktown Urban Design Committee is April 14, 2004, at 9:00 a.m. New applications and information on continued projects are to be submitted to staff by 5:00 p.m., Monday, April 5.
VI. ADJOURNMENT (9:48 a.m.)
Motion: Yoeckel/Washington to adjourn the March 10, 2004, meeting of the Bricktown Urban Design Committee. Ayes: Wilson, Washington, Yoeckel. Nays: None.
