Medical Community
Planning
The Medical Community neighborhood is north and east of Downtown, between the Oklahoma Health Center on the south side and the State Capitol complex on the north side.
It extends from NE 23 to NE 13, and from Culbertson and Phillips to Lottie Avenue.
It was developed in the late 1920s and early 1930s after the Capitol was built, and during the oil boom that began in 1928. Most of its buildings are from that era.
Demographically, the neighborhood is predominantly black, and has twice the percentage of residents over 65 as does the City as a whole.
The outline below lists key planning actions for achieving the Medical Community Vision and indicates the groups with primary responsibility for carrying out these actions.

Neighborhood Safety
Neighborhood Association
- Establish neighborhood watch program and coordinate neighborhood crime prevention efforts.
City of Oklahoma City Police
- Provide police services to neighborhood and support neighborhood crime prevention efforts.
Housing and Property
Neighborhood Association
- Support and encourage efforts of residents and property owners to improve housing conditions and property appearance and promote home ownership.
City of Oklahoma City Neighborhood Services and Planning Departments
- Support neighborhood housing and property improvement efforts through targeted code enforcement and by assisting residents and property owners to obtain financial and other assistance for housing and property improvement efforts.
Development and Design
Neighborhood Association
- Serve as a vehicle for keeping neighborhood residents, businesses, and property owners informed of development proposals and other factors influencing neighborhood development.
- Coordinate neighborhood participation in planning and implementing neighborhood design projects.
City of Oklahoma City Planning Department, Planning Commission, and City Council
- Approve this plan as an amendment to the City's comprehensive plan and apply the development policies outlined in this plan to the review and approval of development proposals within and adjoining the neighborhood.
Capitol-Medical Center Zoning and Improvement Commission
- Affirm this plan as consistent with the Capitol-Medical Center master plan and apply the development policies outlined in this plan to the review and approval of development proposals within and adjoining the neighborhood.
City of Oklahoma City Planning Department
- Assist residents and property owners to obtain financial and other assistance for neighborhood design projects.
Education
Neighborhood Association
- Coordinate neighborhood involvement in efforts to support schools and improve the educational achievement of neighborhood youth.
Oklahoma City Public Schools
- Continue and expand programs to improve neighborhood schools and improve educational achievement.
Services and Facilities
Neighborhood Association
- Provide a means for keeping the City informed of neighborhood needs for public services and facilities.
City of Oklahoma City departments
- Support a quality neighborhood by carrying out needed improvements to public facilities and by providing quality public services.
Community Involvement
Neighborhood Association
- Strengthen neighborhood association programs and increase participation of neighborhood residents, businesses, and property owners.
Plan Implementation
Neighborhood Association and City of Oklahoma City Planning Department
- Carry out periodic reviews of progress in implementing the plan.
City of Oklahoma City departments and City Council
- Provide appropriate levels of public funding for departmental programs and capital improvements to support neighborhood improvement efforts.
