The Lake Hefner Recreation Master Plan provides a guide for future development within the Lake Hefner Reservation.

The City of Oklahoma City formed a working group to update the 1991 Lake Hefner Recreation Plan in 2004 consisting of lake users and surrounding property owners. This group met for over a year to discuss development and recreation issues and opportunities at the Lake Hefner Reservation. During their meetings, goals were developed to serve as the foundation for the land use at the Lake Hefner Reservation. As a result of their efforts the Lake Hefner Recreation Master Plan was established.

The topics used to develop the goals of the Lake Hefner Recreation Plan were:

• Land Use and Development
• Recreation
• Transportation
