Business Improvement Districts
In November 2004, the Oklahoma City Planning Department began a planning project to address the Southwest 44th Street Corridor from Interstate-44 to Shields Boulevard. Planners notified property owners, stakeholders, and neighborhood representatives of a community meeting, during which citizens were invited to join a Plan Team. The 15-20 stakeholders who volunteered to form the Plan Team met around a dozen times over the next year to develop a strategy to address future land use and development within the corridor. The plan area was broken into three segments; West (Interstate-44 to South Blackwelder Avenue), Central (South Blackwelder Avenue to South Walker Avenue), and East (South Walker Avenue to Interstate-35). The Central Corridor plan is the first in this sequence.
The Plan Team identified major issues within the corridor, developed a vision for the future of the area, and suggested resources to help implement the plan. The team prioritized the corridor’s areas of concern into four categories:

The Plan provides direction for development and public improvement decisions by the Planning Commission, City Council and developers. Capital improvements priorities are decided in the Capital Improvements Program and City Budget.
In November 2007, the Kilduff Company submitted a market analysis of the area to the City and other stakeholders that gave additional information to strengthen strategies for the draft land use plan. The draft 44th Central Corridor Plan was presented to the community for feedback in April. The plan was adopted by Planning Commission on May 22, 2008 and City Council received the plan on June 17, 2008.
