MEETING MINUTES

OCTOBER 19, 2004

(The agenda was posted on the Council Chamber bulletin board at 10:00 a.m. on October 15, 2004.)

        I.           Call to Order.   3:00 p.m.

Vice-Chairman Linda Lambert presiding.

Chairman Carl E. Edwards, Jr., Stanley Hupfeld and Patrick Rooney absent.

      II.           Approve Minutes of the September 28, 2004 Oklahoma City Metropolitan Area Public Schools Trust Meeting

APPROVED. Moved by Thompson, seconded by Lopez. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

III. Adopt Resolution Recommending the Oklahoma City Public Schools Board of Education Approve Final Plans and Specifications for the John Marshall High School, OCMAPS Project EB-0007

Ryan Eshelman of Glover Smith Bode presented the final plans and specifications and answered questions about the project.

ADOPTED. Moved by Lopez, seconded by Mashburn. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

     IV.              Approve OCMAPS Trust Semi-Annual Status Report

APPROVED. Moved by Lopez, seconded by Thompson. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.   

   V.           Financial Reports

                     A.     Approve Oklahoma City Metropolitan Area Public Schools Trust Revenue and Obligation Report for August 2004

APPROVED. Moved by Thompson, seconded by Mashburn. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

                     B.     Ratify Oklahoma City Metropolitan Area Public Schools Trust Payments

RATIFIED.  Moved by Thompson, seconded by Mashburn. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

     VI.           Approve Suburban School District Applications for Funding

                     A.     Moore Public School District – Construction Contracts – $1,327,529.20

APPROVED. Moved by Mashburn, seconded by Lopez. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

                     B.     Piedmont Public School District – Phone & Intercom System - $24,637.40

APPROVED. Moved by Mashburn, seconded by Lopez. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

                     C.     Western Heights Public School District – Data Warehouse – $695,848.13

APPROVED. Moved by Mashburn, seconded by Lopez. Ayes: Vice-Chairman Lambert, Lopez, Mashburn and Thompson.

   VII.           Update/Status of OCMAPS Program – James Couch, General Manager

In Mr. Couch’s absence, Eric Wenger thanked the Trustees who participated in the workshop recently. He said staff hopes to plan more tours for Trustees in the future. He said with approval of the John Marshall High School plans, this is the last of the three high schools to be initiated under the MAPS for Kids Program. Each of those projects was bid this calendar year, which is a big accomplishment.

He said the School Board approved the John Marshall property sales agreement last night. He said bids for the buses were received last week, and they came in under budget. The contracts will appear at the next Trust meeting. He noted the community meeting schedule is included in the agenda packet.

  VIII.           Program Consultant Update – Facility Program Management, Inc.

                     A.     Monthly Report

Gregg Bohler of The Facility Group gave a brief update on the report.

                     B.     LBU Quarterly Report

Mr. Bohler said the trend is continuing with bids awarded to local business organizations.
