Finance

The Finance Department is broken down into divisions to more efficiently handle the public's needs.

The Accounting Services Division is responsible for accurate accounting of financial transactions and the periodic reporting of financial transactions for the City and Public Trusts of The City.

The division is responsible for providing accounting internal controls and working in cooperation with the external and internal auditors. Accounting Services also processes and distributes vendor and payroll checks.

The City Treasury Division processes, deposits and routes all incoming revenue and utility collections; and manages the Cityís pooled investments, trusts portfolios and general obligation bonds investment portfolios. The division also monitors City bank accounts and debt service payments, processes return checks and administers the MAPS Senior Citizen Refund program.

The Revenue Administrative Unit issues City business licenses and permits; monitors and evaluates sales and hotel/motel taxes and collects all City revenues.

The Office of Management and Budget is responsible for preparing, coordinating and monitoring the City's operating and capital budgets.

Staff also develops a yearly revenue forecast, month by month revenue and expenditure targets, and five year revenue and expenditure projections.

The responsibilities of the Procurement Services Division include assisting all departments, City Trusts and vendors in preparing specifications for those items and services to be purchased by the City; receiving competitive bids both formally and informally depending on the cost of the item(s); analyzing the needs of the departments and trusts as they relate to the bidder responses; processing purchasing requests and providing training to both vendors and users on the Integrated Financial Management and Personnel System (IFMAPS) through the use of specialized classes, handbooks, handouts, and technical assistance. The Risk Management Division develops, implements and administrates occupational health, safety and environmental programs that affect City employees and other assets.

These include: identifying safety problems; analyzing accident/incident rates; evaluating work processes; assuring compliance with State and Federal regulations; ensuring Federal Environmental Protection Agency compliance.

Risk Management trains employees on occupational health, environmental and other health procedures and awareness. Conducts safety site inspections of work places and environmental inspections of facilities and equipment. It administers and coordinates the City's Self-Insured Workers Compensation Program; and assists in responding to liability claims against the City.
