Councilman Bowman asked the Council to consider addressing the issue of sidewalks in residential neighborhoods. He reported he has received numerous comments from his constituents regarding the absence of sidewalks throughout the City’s residential districts.

Councilwoman Johnson concurred with Councilman Bowman, stating she has received the same comments from her constituents. She suggested that when Council addresses this issue, they should consider a public education campaign encouraging residents to use the sidewalks. She has observed runners and walkers in the street rather than on the sidewalk. If the City is going to provide sidewalks, the public should be encouraged to use them.

X. Items from Council.

Councilman McAtee encouraged residents of Meridian Hills to attend their neighborhood meeting this week. New President Laura Brammon has volunteered to take over on short notice. He hopes the neighbors show their support by attending the meeting. He encouraged any businesses or organizations that would like to support the maintenance of E. B. Jeffrey Pool, to contact the Parks and Recreation Department or his office.

Councilman McAtee thanked the Council for their support regarding the zoning issue at NW 10th Street and MacArthur Boulevard. He also reported there is a citizens group looking to improve the appearance and quality of life in the area of NW 10th Street from McArthur Boulevard to Council Road. He encouraged the Council to support appropriate projects for this area.

Councilwoman Simank reported the McBride Clinic has contacted her office regarding the City’s streetscape project near the hospital. The McBride Clinic representative stated the City has notified the hospital regarding the project but has neglected to contact the clinic. The McBride Clinic wants City staff to understand they are a separate entity and not a part of the hospital. The clinic is having problems with street accessibility on Dewey Avenue between NW 10th and NW 11th Streets. Their patients are unable to access the clinic’s parking lot. The issue was referred to staff for resolution.

Councilwoman Simank thanked Councilman Bowman for working on beautification and sidewalks. Sidewalks are very expensive and that has prevented the City from constructing new sidewalks. The City did a sidewalk project in the Classen Street and NW 10th Street area, but federal funds were utilized. Councilwoman Johnson concurred with Councilwoman Simank, noting a current project in Ward 7 estimated the cost of a sidewalk between NE 17th and NE 22nd Streets at $50,000. Councilwoman Simank has heard residents request sidewalks for their areas, but Council will need to find a way to fund the construction. There is not enough money in the General Fund. She encouraged residents to keep up their sidewalks and replace them to current City specifications when necessary.

Councilwoman Simank has received numerous complaints regarding trash dumpsters. Dumpsters enclosures are not currently required and as a result, trash blows out of the dumpsters and onto the streets. There is a business at NW 16th Street and Drexel Boulevard where the trash blows out onto the street. Councilwoman Simank suggested the Planning Department review the City’s current Municipal Code and maybe consider site proofing large commercial dumpsters throughout the City.

X. Items from Council.

Councilwoman Johnson reported a dumpster at NE 10th Street and Bryant Avenue is overflowing with trash, and has been for nearly a month.

Councilwoman Johnson congratulated Councilman Bowman for receiving the Volunteer Award from the Empowerment Zone. She appreciates his service to the Empowerment Zone.

Councilwoman Johnson reported the memorial services for the 10th Anniversary of the Murray Building Bombing were a wonderful tribute to those who perished.

Councilwoman Johnson also stated the Arts Festival was wonderful. She compared Mayor Cornett’s glass blowing ability to that of Dale Chihuly. She also noted Councilman McAtee’s artistic ability. She thanked the Council for participating in the events during the last week.

On Saturday, Councilwoman Johnson attended a wonderful celebration hosted by the Links Club. The event honored fourteen individuals who were instrumental in the success of African Americans growing up in Oklahoma City. Most of the individuals, with the exception of Dr. Finley, were educators. She thanked the Links Club for hosting such a beautiful ceremony. Most of the individuals recognized were people she had grown up with and she appreciates them very much.

Councilwoman Johnson asked the City Manager to include a City of Oklahoma City flag in the City’s Honor Guard.

Councilwoman Johnson thanked Major Page and the three City of Oklahoma City Police Officers that responded to a call at Edwards Park on Sunday evening.

Mayor Cornett thanked Kari Watkins, National Memorial Museum Director and Frank Hill, Oklahoma National Memorial Museum Foundation Chairman for their work on the 10th Anniversary. They were under the spot light locally and nationally; and they did a wonderful job. They handled themselves and represented The City of Oklahoma City very well.

XI. C. Electronic Agenda Packet Presentation

City Clerk Frances Kersey demonstrated the Electronic Agenda Packet, with the assistance of Systems Analyst Alan Kelley. The Electronic Agenda Packet will be available on Fridays prior to the Tuesday Council Meeting on the Internet and Intranet.

D. General Obligation Bonds, Series 2005

The City Manager reported The City of Oklahoma City received an interest rate of 4.12% because of its strong credit rating. The City did very well.

XII. Citizens to be Heard.

M. Christel Murdock, lives in a hotel (homeless), complained about landlords not maintaining healthy living conditions at apartment buildings. She has complained to the City Action Center, but nothing has been done. A landlord evicted her when she complained that he was not maintaining his property adequately.

Lisa Atchley, 704 West Reno, Oklahoma City, reported loitering at 725 West Reno. She stated there are people sleeping on the lot all day and night. There is trash gathering around the City Rescue Mission and under the bridge. She has also witnessed lewd acts at the lot during the day. The City Manager referred Mrs. Atchley to the Police Department staff for assistance.

Stephen M. Florentz, 3709 NW 59th Street, Oklahoma City, reported trash in storm drain on NW Expressway, eastbound lane near Integris Hospital to Pennsylvania Avenue, stating it needs to be swept. There are dead animals that need to be removed on NW Expressway, eastbound lane. Suggested the City develop a program to dispose of dead animals at a drop off center for a fee of $1. He reported a pothole on NW 44th Street and Tulsa Avenue. He complained that his water bill increased to $44.29 this month and City staff will not assist him. Council suggested that he check for a possible leak and referred him to staff for further assistance.
