Councilman Dobbs recognized Councilwoman Johnson’s birthday, by leading the audience in “Happy Birthday”. Councilwoman Johnson thanked City Council. Councilman Dobbs encouraged citizens who have candidates running for city council to vote today. Tonight he will be speaking at Britton Hills and Remington homeowners association meetings. On Wednesday, he will be addressing Fenwick homeowners association.

 

Councilwoman Johnson acknowledged Election Day and encouraged everyone to vote.

 

Councilwoman Simank announced the Oklahoma Foundation for Excellence has selected Youth Councilor Rachel Pollack (Classen School of Advanced Studies) as Academic All State winner. Ms. Pollack was able to meet the strict requirements during the selection process. Out of 600 nominees, only 100 high school seniors were selected to receive the $1500 scholarship. Ms. Pollack was also recently accepted to Harvard University. Councilwoman Simank congratulated Rachel Pollack for her recent achievements.

 

Councilman Foshee expressed disappointment that Councilman Dobbs did not sing “Happy Birthday” to him on February 7TH, his birthday. He announced that February 26 was his Mother’s 81st birthday. He wished his Mother, Mrs. Romalee Moore, a happy birthday.

 

Councilman White reported he recently attended the Leadership Alumni Luncheon, where the discussion addressed city/county cooperation. He found the meeting very interesting and encouraged Council to consider city/county partnerships in the future. The real waste in government is in the duplication of services. If the City is to continue to provide the level of services the public is accustomed to, there will have to be an elimination of duplicated services. It is obscene to think of the money wasted on separate fire and police services, animal control facilities, road crews, etc. He was impressed with the speaking forum, and the free flow of information, even though he did not agree with each speaker.

 

Acting Vice-Mayor Bowman thanked Councilman White for bringing up this topic, stating he too, was in attendance. He found the meeting to be enlightening and enjoyed the free flow of information among public entities. Former Mayor Kirk Humphreys, County Commissioner Jim Roth and County Treasurer Butch Freeman were also in attendance. He encouraged Council to be open to discussions between city and county officials regarding elimination of duplicate services in order to gain greater efficiencies. The Chamber of Commerce expressed interest in hosting future discussions regarding this issue.

 

Councilwoman Simank thanked leaders for addressing this issue in a public forum.

 

Councilwoman Johnson attended a leadership meeting ten years ago where elimination of duplicate services was discussed. She is pleased to see the issue escalating and stated cities need to take a good hard look at how they are spending public funds.

 

Councilman White stated it occurred to him during the earlier report regarding the City’s AA Bond rating, that it would never increase due to its dependency on sales tax revenue, which is volatile. The City has limited revenue sources and needs the ability to enhance revenue by eliminating duplication of services. He encouraged Council to be leaders in this area, stating he is not optimistic regarding alternative revenue sources. During the last two weeks, he drove 2000 miles in Ward 4, traveling on some of the worst roads he has ever seen. He said for the City to be wasting money on duplication of services, permitting streets to fall into disrepair, is atrocious. He would like to see funds reallocated toward areas where they are needed most.

 

Councilman McAtee reminded Council that several months ago Mayor Cornett had a vision regarding these same issues. The Revenue Enhancement Committee meets every other Friday to discuss issues such as elimination of duplication of services. A report from the Committee will be available within 30 days.

 

Councilman McAtee also acknowledged the issue of bad roads, stating it not only affects outlying areas but inner city, too. It is a universal problem Council needs to address in the near future.

 

Councilman and Mrs. McAtee were guests at Roosevelt Middle School, during Parents Night. They were also guests at Musgrave Pennington and Hilldale homeowner association meetings. He expressed his appreciation to Wendel Whisenhunt, Chief Citty and staff for their innovative idea to alleviate a problem at Woodson Park. It should bring positive results.

 

Acting Vice-Mayor Bowman requested assistance from staff for a short term planning project in Ward 2. The project would include the Western Avenue corridor from 36th to 50th Streets.

City Manager Jim Couch outlined the Treasury Department’s efforts to identify additional revenue including: pipe line inspections, business license enhancement, sales/use tax agreements, tax registration. He reported the program has produced $5.4 million to date, with a potential of adding $500,000 annually.

 

B.   Treasury Independent Audit Program

 

Mr. Couch announced the State of Oklahoma offered the City the opportunity to augment their audit activities through agreements with the Oklahoma Tax Commission. This would enable the City to hire additional auditing help, by contracting with an independent firm to audit taxpayers within the City jurisdiction. The program is in its infancy, but the City Manager anticipates it will work very well.
