Mr. McAtee thanked Debi Martin for her assistance with the Youth Council activities and he commended Jerry Foshee and Willa Johnson for their foresight in bringing the Youth Council Program to Oklahoma City.  He said his youth councilors attended four neighborhood meetings with him on National Night Out.  He said the neighborhoods they visited were Corbin Park, Musgrave-Pennington, Greenvale and Hilldale.

Mr. McAtee said while attending a Retired Firefighters event last night he received major kudos for Marsha Slaughter, Water and Wastewater Utilities Department Director, from retired firefighter Hank Smith.

Mr. McAtee said Hank Smith was also complimentary about the Jordan Construction Company, a City contractor working on a water project on NW 14th Street.  Mr. Smith said the Jordan Construction Company employees were very truthful and thorough in their work.  Mr. McAtee said it is nice to hear positive things about contractors when most often we only hear about the negative things.

Mr. McAtee showed a front-page newspaper story featuring his recent visit to Urumqi, China.  Mr. McAtee said the story referred to a statue of Will Rogers that he presented to the Mayor of Urumqi.  He thanked the Chamber of Commerce for sending that statue and he thanked Mayor Cornett for sending a Letter of Introduction along with him.  He said Urumqi is a city of two million residents in Western China he was visiting to promote character in his role as Chairman for the Character Council of Central Oklahoma.

Mr. Foshee assured citizens in the area of SW 74th Street and Walker Avenue that the construction project expanding the right turn lane would eventually help their traffic congestion problems.  He asked the citizens to bear with them as the project is on schedule and should remain so due to the favorable weather.

Mr. Foshee said he made a Welcome Speech at the State Police Convention, which was held in Oklahoma City recently.  He said he was proud to interact with police officers that bravely risk their lives daily to protect us.  He said we shouldn’t take the bravery of police officers and fire fighters for granted.  Mr. Foshee said the convention was well attended.

Mayor Cornett said the State Fraternal Order of Police is endeavoring to get the National Fraternal Order of Police Convention held in Oklahoma City again.  He said they held it here once in the 1980s and were eager to have them back.

Ms. Johnson said she was pleased to announce the First Tee Program is applying to play golf at the Gaillardia Country Club.  She said if the application should be approved, the First Tee participants would be able to use the state-of-the-art learning center at Gaillardia.  She said three of the kids in the program are already playing golf at a high level.

Ms. Johnson said she enjoyed the Book Passing event last week for the new Metropolitan Library.  She said there were more than three thousand people who participated in the Book Passing. 

Ms. Johnson was pleased that one of her youth councilors, Camal Pennington, participated in the National Night Out events with her.  She said they attended six neighborhood celebrations that evening and enjoyed barbecue and jazz music at the last one.

Ms. Johnson said she spent an evening in Bricktown recently and was pleased to see big crowds every place she visited.  She said for the most part, the crowds were well behaved but she did see some people who were inebriated at the end of the night.  She said we need to keep a close eye on the merchants serving alcohol to be sure they aren’t selling drinks to already intoxicated people.

Mr. Foshee said Oklahoma has laws in place giving the vendor liability if something should happen to the patron due to alcohol consumption. 

Ms. Johnson said she visited Maker’s in Bricktown recently.  She said she was very impressed with the professionalism and talent of the acts performing in Bricktown and encouraged everyone to go and check them out.

Ms. Johnson requested that some marketing could be done at the Postal Training Center in Norman.  She said she recently learned that many of the out-of-town participants at the Postal Training Center didn’t know about Bricktown.  She said she requested that some brochures and information be sent to Norman to encourage visitors to come Downtown.

Mr. Liebmann said the Water Trust meets today at 2:00 p.m.

Mr. Liebmann said the Oklahoma City Metropolitan Area Public Schools Trust and Oklahoma City Public School Foundation is having a MAPS for Kids Community meeting tonight from 6:00 to 7:00 p.m.  The public is invited to review the plans for the new John Marshall High School during the meeting.  The meeting will be held at the OKC Public School Administration Building at 900 North Pine Street.

Mr. Leibmann said he thought the Panhandler Action Plan looks good.

Mr. Liebmann said he missed the last meeting because he was on a cruise.  He said when they were able to depart the cruise boat at various islands he saw some of the worst traffic congestion in his life.  He said he has a new appreciation for the massive amount of traffic that rolls through Oklahoma City every day in a relatively effortless fashion.

Mr. Couch said the Panhandler Action Plan was developed keeping in mind there is a constant balancing act between protecting the public safety and protecting the lawful expression of speech pursuant to the U.S. Constitution.  

Mr. Couch said the Panhandler Action Plan provides for using Comstat officers to identify problem areas.  He said public service announcements would be made to educate motorists about ordinances governing the stopping, standing, or parking of vehicles on City streets where the traffic flow is interrupted.  In addition, the plan calls for IMPACT officers to monitor problem areas identified by Comstat officers.

   XI. C. Homeland Security Grant Funding

Mr. Couch said over the last couple years Oklahoma City has received $5.2 million in grant funding for homeland security.  He said Chief Benson is putting together a report about Oklahoma City’s Homeland Security Program, which will be presented at a future Council meeting. 

  XII. Citizens to be Heard.

Dollie Watson, 9609 South Lakes Drive, complained about excessive noise from dirt bikes using undeveloped property located at SW 89th Street and May Avenue as a makeshift racetrack.

Tiffany Dailey, 1820 NW 12th Street, asked for help in curtailing gang activity in her neighborhood.

John Bates, 608 North Peniel Avenue, said sidewalk access to bus stops is needed in his neighborhood.
