X. Items from Council.
Ms. Simank wished everyone a happy Thanksgiving. She announced the Stockyards Christmas Parade is scheduled for Saturday, December 6, at 10:00 a.m. and invited everyone to attend.
Mr. Foshee asked the Oklahoma Department of Transportation to put signs up suggesting alternative routes into Crossroads Mall. He said the traffic congestion on I-35 from the ongoing road construction is negatively affecting shopper turn out at the Crossroads Mall.
Mr. McAtee praised the Windsor Hills Neighborhood Association for having a neighborhood patrol program, which has become a model for other Oklahoma City neighborhoods. He said he recently attended the Windsor Hills Patrol Banquet.
Mr. McAtee said we should be thankful for the visionary past Oklahoma City leaders, be thankful for the tremendous investment in Bricktown, and be thankful to the Lord for all the blessings He has given us.
Mr. Cornett said there is a new dog wash opening in Ward 1 near 50th and Meridian. He said some neighbors were concerned about dogs getting away from the dog wash and running loose around the neighborhood. Mr. Cornett asked if Oklahoma City had any ordinances relating to this issue.
Mr. Cornett wished everyone a happy Thanksgiving. He said this is the time of the year when we focus on the needs of others. He said others who are hurting and need help are usually right in our own neighborhood. Mr. Cornett suggested we should take care of each other.
Ms. Johnson also wished everyone a happy Thanksgiving.

Ms. Johnson reminded everyone about a new law going into effect on January 1, 2004. She said the new law requires anyone involved in a fender bender to move the vehicles out of the way or else be fined. Ms. Johnson said she would be discussing this topic on an upcoming episode of her television show.
Ms. Johnson congratulated the recent graduates of the Neighborhood Alliance Leadership of Today Academy. She said she attended the graduation at the Capitol this past week.
Ms. Johnson said it was reported in the news that nearly 15,000 people attended the Bass Pro grand opening. She said the grand opening generated a lot of excitement and, by all accounts, was a huge success.
Vice Mayor Liebmann wished everyone a safe and happy Thanksgiving.

Larkin Warner made a presentation about the impact that MAPS and other investments have had to the Oklahoma City downtown area.

C. November 2003 Sales and Use Tax Collections
Mr. Couch said the November sales tax collections are up $1.2 million. He said the November sales tax was adjusted for a one-time change in the collection process.

Mr. Couch said recent legislation now requires taxpayers with average sales tax remittances greater than $2,500 but less than $25,000 a month to file electronically and bimonthly. He said approximately $800,000 of the $1.2 million came early as a result of this legislation. He said the trend is still good, however, because sales tax collections were projected to be up by 2.6% in November over last year and we are very close to that number. Mr. Couch said last November we were $4 million under target.
Mr. Couch said the use tax collections are down about $500,000. He said if you look at them together we are almost right on target overall and much better off then we were November 2002. Mr. Couch said the economy appears to be a little more solid and he remains optimistic.
