Mr. Bowman said he visited the Animal Shelter last week and was impressed with the facility and staff.  He commented that the facility is overburdened and if money was available in the budget, he would recommend hiring additional staff.  Mr. Bowman said he would like to see how other municipalities are addressing enforcement problems due to understaffing.

Mayor Humphreys and Mr. Couch said if the budget situation were to become better, additional staffing for enforcement at the Animal Shelter would be one of the priority items.

Mr. McAtee attended Aerospace America Sunday afternoon with his grandchildren and said it was a great event and hopes it will return again next year.

Mr. McAtee attended the Windsor Hills Neighborhood Association meeting last night.

Mr. McAtee attended the National League of Cities Human Development Subcommittee Meeting in Dayton, Ohio, last weekend.  He said the citizens of Oklahoma City should realize how blessed they are living under the leadership of Mayor Humphreys and City Manager, Jim Couch.  Mr. McAtee said that while Oklahoma City has challenges, it is much better off then most of the other cities around the country.

Mr. Foshee said he recently learned that the FAA is mandated to use a nationwide travel agency to book travel as a result of bundling contracts together, even if it is at a higher cost to the taxpayers.  Mr. Foshee said the negative economic impact on just one business is $300,000.  He said President Bush is against the bundling and has issued a Presidential Order requiring the OMB to use strategies to unbundle contracts when ever practical.  Mr. Foshee asked the City Manager to research this and possibly refer it back to the Legislative Committee.

Ms. Simank invited everyone to attend a Groundbreaking Ceremony tomorrow at 1:00 p.m. at Old Capitol Hill for a streetscape project.

Ms. Simank said the Neighborhood Conservation Committee meets today at 1:00 p.m.

Mr. Liebmann said EMSA has been working with seven neighboring cities since the loss of Mercy’s ambulance service.  He said he appreciated how hard EMSA has been working to restore ambulance service to these cities.

Mr. Liebmann said there are ten different ordinances dealing with panhandling.  He asked if the Council might research the ordinances and make recommendations for simplifying.

Mr. Liebmann said he attended the Navy Ball at the Cox Convention Center and it was a great event.

Mr. Liebmann said the Water Trust meeting is today at 2:00 p.m.

Mr. Liebmann said there is a barbecue this evening at the Harn Homestead from 5:00-6:30 p.m.

Mayor Humphreys said the Oklahoma City Chamber of Commerce is hosting the Harn Homestead barbecue for all city, county and state elected officials.

Mr. Couch said there is confusion among officers about the panhandling ordinances.   He said in-service training is being scheduled to clarify the ordinances enforcement.
