Mr. Bowman remarked about how great the parks look all around The City.
Mr. Bowman said he and Vice Mayor Johnson visited the USS Oklahoma City last week in Florida and he was thoroughly impressed by what he observed. He said some of the crew from the USS Oklahoma City would be visiting Oklahoma City next month. Mr. Bowman said he intended to arrange some recruiting opportunities at our local high schools while the crew members are visiting here.
Mr. McAtee encouraged citizens in the Greenvale neighborhood to attend their neighborhood meeting tonight. He said Greenvale used to be in Ward 1 but through redistricting is now in Ward 3.
Mr. McAtee congratulated Councilman Cornett on his appointment as the After Game Commentator on the Sooner Sports Network.

Mr. Cornett said the recent installation of a No Left Turn sign at the corner of Council Road and Britton Road is causing some traffic pattern changes. Mr. Cornett said some of the affected businesses were notified about the sign installation but it appears the neighborhood association was not notified. He asked for information about the notification process and alternatives for reviewing the installation of that particular sign.
Mr. Couch said he would look into the situation and report back to Mr. Cornett.
Mr. Foshee said he attended the Alabama game over the weekend. He said he was very pleased with the hospitality of the Alabama fans and said he agreed with OU President Boren that OU fans should not boo the visiting teams.
Mr. Foshee said he met with his Youth Councilors last week in his office. He said he asked his Youth Councilors to update his neighborhood association information as to when each association meets and who the contact persons are. He encouraged other Council members to spend time working with their Youth Councilors as well.
Ms. Simank said she was glad the OSU Cowboys won their football game over the weekend.
Ms. Simank said both the River Trust and the Neighborhood Conservation Committee meet today.
Ms. Johnson said she enjoyed her visit to the USS Oklahoma City but she is always frustrated by how tightly compacted the living quarters are for the navy personnel.
Mr. Liebmann said the Water Trust meets today at 2:00 p.m. He said there would be a presentation given at the Water Trust meeting about red water.
Mr. Rinehart asked for the RFP process to start for having the Speedway moved from the Oklahoma State Fairgrounds to the Draper Lake area. He mentioned that a motor cross track might also be relocated along with the Speedway.
Mayor Humphreys thanked Mr. Rinehart for taking a proactive approach to moving the Speedway. He said Draper Lake is an excellent choice because The City owns a lot of the land so there wont be development done nearby, airplanes are flying overhead anyway due to the proximity of Tinker Air Force Base, and there is close access to the Interstate.

Mr. Rinehart said since developmental services increased fees earlier this year he wanted to know if there was any progress towards upgrading those services. He thought The City had planned to hire some additional people or buy some computers to improve services as a result of the fee increase.
Mr. Couch said The City was scheduled to reduce staff in that area but because of the fee increase none of the positions were eliminated. Mr. Couch said the process for developing a new computer system has begun.
Mr. Couch said there was a lot of commercial activity ongoing and, subsequently, a backlog has been building for getting permits and conducting building inspections. He said they are working weekends, overtime and holidays to catch up.

Mr. Couch remarked that the new solid waste changes are doing well but as with any changes, there is a training period for citizens.
Mr. Bowman said he thought the statistics and analysis given in this report were excellent and provided information the Council members needed to give feedback to their neighborhoods.
3.Parks and Recreation Winter/Spring Programs
Mr. Couch said the September Sales Tax check was under target by $150,000 and the September Use Tax check was down about $700,000. He said in July and August we were on target but now we are down about $850,000 for the year. He said the sales tax collections are still better than last year at this time when we were down in excess of $3 million.
