ADOPTED. MOVED BY MCATEE, SECONDED BY JOHNSON. AYES: MAYOR HUMPHREYS, CORNETT, BOWMAN, MCATEE, RINEHART, FOSHEE, JOHNSON AND LIEBMANN. ABSENT: SIMANK.

Mr. Cornett congratulated The City on hosting the College World Series and the Big XII Baseball Tournament. He said throughout the event the College World Series played to a packed house. He also thanked the All Sports Association and the University of Oklahoma for their part in making this a success.

Mr. Bowman said after a College World Series game, some visitors from Sacramento gave unsolicited praise about the wonderful job Oklahoma City does hosting this event.

Mr. McAtee thanked Councilwoman Johnson for inviting him to take her place at Seventh Heaven last Saturday. He said he took his grandkids and they had a wonderful time.

Mr. McAtee congratulated the Windsor Forest neighborhood and Bill Claflin, Association President, on the wonderful article appearing in the Monday edition of the "Daily Oklahoman".

Mr. Rinehart asked how The City could ensure that tornado debris be removed from private property zoned AA. He said the property owner was not willing to remove the debris at his own expense and the residential neighbors next to the AA property are upset about the unsightly debris.

Mr. Brum, Public Works Director, said FEMA will not allow The City to go on to private property to pick up debris more than fifty feet from the home. If the private property owner will bring the debris to the street, The City can pick it up.

X.

Mr. Rinehart asked how much longer The City would pick up this debris at the street.

Mr. Brum said the private property owner has about three weeks left to take advantage of the debris pick up service.

Mr. Rinehart said the owners didn't care about what the property looked like before the tornado. He said most likely he or she wouldn't be willing to pick up the debris. He asked if AA-zoned property owners could be cited for junk and debris.

Mr. Couch, City Manager, said he wasn't sure but he would find out.

Mr. Foshee said City employees who lost their homes during the May 3rd tornado were given three days paid leave while they were getting affairs in order. He asked if The City could extend three days paid leave again to City employees who lost their homes in the May 2003 tornado.

Mr. Foshee asked if a six-month extension could be granted to City employees who are fighting in the Iraq war. He said some of the employees are running into insurance and benefits problems as they are going beyond the six-month period.

Mr. Foshee said a bill currently before the Oklahoma House of Representatives, House Bill 1670, would allow city councils to do away with the "Citizens to be Heard" section of city council meetings. He encouraged everyone to call his or her representative to be sure it doesn't pass.

Mayor Humphreys said since there wasn't time to do a resolution opposing the bill it would be better to contact lobbyists and tell them the expression of the council but not in a formal action.

Ms. Johnson encouraged everyone to attend the Charlie Christian Jazz Festival next Friday and Saturday at Remington Park.

Ms. Johnson said she attended a centennial celebration at Clearview, Oklahoma. Clearview is in northeastern Oklahoma and was settled by the Freedman and the Creek Nation.

Ms. Johnson thanked her youth councilor, Lauren McDonald, for volunteering and recruiting other volunteers to work on a Habitat for Humanity project.

X.

Ms. Johnson thanked Councilman McAtee for inviting her to attend his Sunday school class and church last weekend. She met several people who helped her with the grief and mourning process.

Mr. Liebmann said it was a success story that Oklahoma City is only down 1.4% from a year ago in sales tax revenue when compared to other cities across the country.

Mr. Liebmann said he and Mr. McAtee are going to attend an EMSA Trust meeting this afternoon in Tulsa.

Mr. Liebmann said there is new housing construction at Memorial Road and Morgan Road. He said there has been a great deal of construction site theft there. Someone hired to watch the site observed a car of kids stealing items about two weeks ago and reported the car tag number to the Police. He said the police case number is 0348158 and none of the kids or their parents have yet been contacted or questioned about the incident. Mr. Liebmann asked if someone from the police department would follow up on this case number. He also asked if police cars would drive by the construction site at night to deter further stealing.

Mr. Liebmann congratulated The City on a successful First Free Landfill Day.

XI. Citizens to be Heard.

XII. City Manager Reports.

1. Parks and Recreation Summer Programs
2. May 2003 Sales and Use Tax Collections

Mr. Couch said collections are 5.4% below target but 2.9% over collections from last year at this time.

3. Results of First Free Landfill Day

XII. 4. Outdoor Siren System

Mr. Couch said sirens are set off on a county-by-county basis. Sometimes this will sound sirens many miles from the tornado touch down. He said the siren should be used as a signal to consult information sources as to how close the tornado may be.

5. Affordable New Home Construction Program
