Mr. Bowman said he attended the Neighborhood Alliance awards meeting held at the
Capitol last Thursday evening. Mr. Bowman said he is hopeful a partnership can be
reached with the Neighborhood Alliance, which may extend the capacity of The City
to complete certain projects.
Mr. Bowman said he attended another neighborhood recognition awards event last Saturday
at Dennison Park. He said there are plans to enhance the park with landscaping and
plant beautification. Mr. Bowman said it would be a good idea for the Parks and
Recreation Department to consider offering watering incentives for neighborhoods
willing to help with plant beautification around The City.
Mr. McAtee said he attended an awards ceremony Friday night hosted by Downtown Oklahoma
City. He said the Dean A. McGee awards were presented to citizens recognized for
outstanding contributions of leadership to Downtown Oklahoma City.

Mr. McAtee said he and his grandson attended the OU/OSU baseball game at the
Bricktown Ballpark on Saturday evening. He said it was incredible to walk around
the downtown area and see the fruition and dedication of local leaders and visionaries
come to life with all the activities going on downtown over the weekend.
Mr. McAtee said he wished there was some way that every citizen could have heard
Mary Lou Retton give her inspirational speech at the Fellowship of Christian Athletes
banquet last night. Mr. McAtee said there are lots of uplifting events going on
in our city and he hopes Oklahoma City citizens are taking advantage of those events.
Mr. Rinehart said he attended a groundbreaking ceremony last week at Liberty Trails,
a new housing community at I-240 and Sooner Road. He said Liberty Trails would have
272 really nice homes.
Mr. Rinehart said he noticed in the paper that Oklahoma City is ranked ninth in the
nation for Most Charitable Cities. He said this is a great accomplishment and he
thanked Oklahoma City residents for their generosity.
Mr. Foshee attended a neighborhood meeting at Crown Heights Church to discuss the
repaving of Portland Avenue.
Mr. Foshee said several car break-in incidents were reported yesterday in the parking
lot at Oklahoma City Community College campus. He wondered if city officers ever
patrolled private parking lots.
Chief M. T. Berry said officers do patrol these private parking lots and he would
have the division commander contact officials at Oklahoma City Community College
to see what could be done to help with the situation.
Ms. Simank said Oklahoma City has a young volunteer to applaud. She said 7 year-old,
Caroline McKinnis, makes and sells homemade doggie treats and has donated all proceeds
to the Animal Shelter in Oklahoma City. Caroline has raised over $800 and is the
largest contributor the Animal Shelter has had in quite awhile.
Ms. Simank encouraged everyone to attend the Crestwood Home Tour this Saturday, from
11:00 a.m. to 5:00 p.m.
Mr. Liebmann offered condolences to the Gaylord family and Oklahoma City for the
loss of Edward L. Gaylord who recently passed away at age 83.

Mr. Liebmann said his prayers are with Councilwoman Johnson during her time of
loss as well.
X. Citizens to be Heard.
Mike Anderson, International Association of Firefighters, 157 NW 6th Street,
spoke about political contributions.
XI. City Manager Reports.
1. Finance Committee Budget Presentation Schedule
Mr. Couch reminded everyone the regular council meeting on May 13th would be followed
by an overview of the fiscal year 2003-2004 budget. On May 20th there will be a
Finance Committee meeting with presentations from Public Works, Police Department,
Fire Department, Municipal Counselor's Office and City Auditor's Office and no other
items will be scheduled that meeting. On June 3rd there will be presentations from
Parks and Recreation Department, Neighborhood Services, Water and Wastewater Utilities
Department and no other items will be scheduled for that meeting. A public hearing
and proposed adoption of the budget will be scheduled for June 10th, 2003.
Mr. Cornett asked for some information about the Police Athletic League and its budget.
Mr. Foshee asked if something could be done to save the Victims Assistance group
from losing funding due to the budget shortfall.
