Mr. Cornett said The City lost a good friend on Saturday. Larry Blankenship, attorney for Crowe and Dunlevy, passed away. Larry lived in Norman but grew up and worked in Oklahoma City. Mr. Cornett said Larry was the executive producer for the television show, The Verdict. Mr. Cornett said Larry will be missed and he sent condolences to his family and to Crowe and Dunlevy.

Mr. Bowman said some of the citizens in the north end of Ward 2, specifically in the Britton area, feel disenfranchised from The City. Mr. Bowman and other Britton community leaders have met with Ed Martin, of the Weed and Seed program from the south side of The City, and are looking for similar public strategy opportunities for the Britton area. He said it is an eight to ten month process to get into the juvenile justice arena, but it seems like a good fit for the Britton area.

Mr. McAtee reminded Westbury North residents there is a meeting Monday, April 21, at 7:00 p.m. at the Good Shepherd Church on SW 15th Street. He said Paul Brum, Public Works Director, and Markwell Paving representatives will be attending the meeting to discuss the project to widen SW 15th Street from Morgan Road to Sara Road.

Mr. McAtee informed the business people in the Meridian Avenue area that he is working with the City Manager to find a better way to control the events surrounding the Auto Show next year.

Mr. Rinehart asked if the issue of trash debris could be addressed in the I-240 area, specifically from Anderson Road to Bryant Avenue. He commented the biggest problem seems to come from private trucks traveling to the landfill with uncovered loads.

Mayor Humphreys said giving them citations would get their attention.

Mr. Foshee agreed that the police could enforce the law by issuing citations for this violation.

Mr. Rinehart congratulated Wendel Whisenhut for the wonderful job that The City does in maintaining the grounds for City Hall.

Mayor Humphreys agreed and said the citizens of Oklahoma City can take great pride in their City Hall.

Mr. Foshee said there was an Aviation Committee meeting this morning concerning the future of Will Rogers World Airport. He said there would be a presentation to the Council at the next meeting.

Mr. Foshee complimented Luther Trent for addressing the traffic congestion issue for the Airport. He said the Airport now has a drop off point at curbside where luggage can be checked. Also, he said the Airport is offering one hour free parking in the parking lot upstairs closest to the terminal so picking up people as they get off the flights can be facilitated.

Mr. Foshee reminded everyone the Judicial Committee meeting will be next Tuesday after the Council meeting.

Ms. Simank thanked Mr. Foshee's daughter for singing the National Anthem today.

Ms. Simank said she recently had a tour of the Pershing Center on General Pershing Boulevard in the Westlawn neighborhood area. She said it is a wonderful facility that has sixty rooms for homeless men during vocational training. There is a couples and family space on one end of the facility. She thanked Larry Bross at City Church for using the funding sources money wisely. She said City Church is a good neighbor and is going to build a public laundromat for the folks in the area. Ms. Simank also thanked Kenyon Morgan who was the architect on the project.

Mayor Humphreys said Ms. Simank was responsible in large part for the success of this project and he thanked her for her work.

Mayor Humphreys said last Wednesday, he and his wife flew to Newark, New Jersey on the Continental non-stop flight. A film crew went with them and it will be shown on Channel 20 soon. He asked everyone to support Continental by using that flight to get to New York City. He said we want this to be a successful venture for Continental because it is a great travel advantage for the people of Oklahoma City who have wanted a non-stop flight to the east coast for years. The Mayor said it was important to use this flight so Oklahoma City wouldn't lose the service.

Mayor Humphreys said Glenn Deck, former City Manager for Oklahoma City, sent an article from the Kansas City Star showcasing the Ford Center Arena. The article discusses how Kansas City wants to develop a new arena. The Mayor said it was really great to be used as an example of how things should be done.

1.Filing Requirements for Candidates

Jim Couch, City Manager, said City staff needed direction on how to proceed with the filing requirements for candidates. The City Council agreed to include as a charter change that The City use the same filing requirements as the candidates for state representative use.

2.Proposed Oklahoma City Workforce Investment Area

Linda Hansen, Acting Administrator for the Office of Workforce Development, gave a presentation on the proposal for making Oklahoma City an independent Workforce Investment Area.
