Mr. Foshee asked the visiting Ward 5 junior councilors to make any comments about improvements they would like to see in Ward 5.

Ms. Paige Williams said Ward 5 needed additional places for young kids to go to hang out and study.

Ms. Amanda Johnson said she and Ms. Williams did a presentation about the number of box buildings in Ward 5. She would like to see more trendy, teenager-driven businesses, like Barnes and Noble and Old Navy, open shop in some of these vacant box buildings.

Mr. Foshee said there are a lot of box buildings along I-240. Academy Sports has filled in one and WalMart left one along the Interstate that remains vacant. He has talked to South Chamber's Economic Development about these vacant buildings. He encouraged anyone who might be looking for a business location along a major highway to consider these sites. Mr. Foshee said the Ward 5 junior councilors sent letters to Barnes and Noble and Old Navy asking them to consider these locations.

Mr. Foshee commented he was humbled and honored that the citizens in Ward 5 have left him unopposed in the Ward 5 council race. This is the third term that someone has not run against him and he considers that an honor. He said that he appreciates serving the Council and helping his neighbors and he's excited about not having to campaign.

Mr. Foshee and Ms. Johnson recently attended a dinner with the crew from the USS Oklahoma City and met the new commander. They also met the Submariner of the Year. He wished all the citizens of Oklahoma City could meet these wonderful ambassadors for The City of Oklahoma City. He said the service they give to our country and the conditions they work under are amazing.

Mr. Foshee talked about a letter from Judge Manger, which said effective March 17, 2003, night court will be held at 5:00 p.m. on Mondays, Tuesdays, and Thursdays for people who cannot take off from work to contest traffic tickets. Effective April 24, 2003, all afternoon dockets will begin at 1:00 p.m. to more effectively utilize courthouse facilities. On Friday afternoons, traffic trials will be held at 1:00 p.m. and 4:00 p.m. to be more flexible for citizens.

Mr. Foshee commended Judge Manger for addressing all the issues the City Council raised.

Mayor Humphreys recognized Frances Kersey, Oklahoma City's City Clerk, for becoming a grandmother for the first time yesterday. Ms. Kersey said her new granddaughter, Isabel Sofia Bozarth, was born yesterday at 3:04 p.m.

Ms. Simank congratulated Mr. Foshee and expressed wishes he have a successful four years.

Ms. Simank thanked Neighborhood Alliance and the Reed Park Neighborhood Association for conducting a meeting last Saturday educating citizens about meth labs. She was unable to attend the meeting, but received feedback from citizens who were pleased with the meeting.

Ms. Johnson said yesterday morning, on one of the national morning news programs, a submarine crew was interviewed and she wanted to let everyone know they weren't as cute as the USS Oklahoma City crew.

Mr. Liebmann attended the Chamber Breakfast this morning. The scheduled speaker was Governor Brad Henry but he was unable to get out of Washington, D.C. due to the weather. The food was great and attendance was good.

Mr. Liebmann heard on the national evening news last night that Tulsa, Oklahoma was in bad financial condition. He felt it wasn't good for Tulsa to be mentioned out of all the cities in the country.

Mr. Liebmann congratulated Ms. Kersey on her new granddaughter.

Mr. Cornett asked the City Manager if Channel 20 could be used to remind citizens about the snow routes in case the weather does turn bad.

Mr. Couch said he would televise something on Channel 20 today about the snow routes.

Mayor Humphreys said the City has plenty of salt and is prepared for the weather.

Ms. Brooks said the Neighborhood Alliance meetings are very effective. She attended one in her ward and found it to be very educational. She encouraged using the Neighborhood Alliance as a resource for meetings.

Ms. Brooks said she recently received several calls about Will Rogers Park. Rumors have been circulating about shutting down the conservatory and tearing out flowerbeds, etc. due to the budget cuts.

She wanted to make it clear that no flowers are being removed from Will Rogers Park and no buildings closed. She said we are going to have to cut back on the planting of new plants, however. She hoped the budget shortfall only lasts for a year or two and this is only a temporary measure. Ms. Brooks has talked with the Horticultural Society to see if private groups might be willing to do some planting.

Mr. McAtee, along with Ms. Simank and Mayor Humphreys, attended a weed and seed steering committee meeting last Wednesday. Mr. McAtee feels Ed Martin and his staff is doing an excellent job of weeding out the bad guys and seeding the good people into the neighborhoods. The airline district is having a neighborhood meeting tonight with Ed Martin at the Rominger Center and Mr. McAtee encouraged citizens to attend.

Ms. Simank learned that the officers in the weed and seed district recently arrested storeowners for selling spray paint to minors who used the paint to write graffiti. She thanked Council for recently passing the ordinance making it illegal for storeowners to sell spray paint to the kids. She congratulated the officers for making those arrests.

Mr. Rinehart congratulated Mr. Foshee on not drawing an opponent and thought it meant Mr. Foshee was doing a good job representing his ward.

Mr. Rinehart wondered if the State were to implement a lottery did The City have plans to charge a city sales tax on each lottery ticket sold.

Mr. Couch said it would be up to the State to designate whether the lottery tickets would be eligible for a sales tax.

Mayor Humphreys said the City would mirror whatever the State Tax Commission did.

Mr. Rinehart wondered if it would be possible to lobby the State in advance to designate the lottery tickets as eligible for sales tax.

Mayor Humphreys said the Legislative Committee could consider the advisability of lobbying for that.

Mayor Humphreys said the Governor is hoping the lottery tickets will be taxed but his plan will have to be better received than it was last week if that is going to happen.
