Ms. Brooks said she wouldn't be here next week because she will be watching her mother receive an award from the Texas Alliance for Arts and Education and be recognized as an Outstanding Leader for the State of Texas.

Mayor Humphreys congratulated Ms. Brooks and reminded everyone her mother had attended Councilwoman Brooks' swearing in ceremony four years ago when she was 80 and she had a considerable presence.

Ms. Johnson said Councilwoman Brooks' mother's name has been mentioned recently in the National League of Cities for her efforts in the arts in Lubbock, Texas.

Mr. McAtee encouraged all the residents of Windsor Oaks to come to the neighborhood meeting tonight.

Mr. Rinehart asked the City Manager if there were city ordinances against panhandling and, if so, could they be enforced.

Mr. Couch suggested doing a sweep and making the City's presence known for a period of time.

Mr. Foshee said he spent the weekend with his daughter in Charleston, South Carolina, to celebrate his birthday. Having a son-in-law in the military, Mr. Foshee is sensitive to all the families separated because of the military build up overseas. He encouraged everyone to spend time with military family members left behind by inviting them to church or over for dinner. He said his daughter is very fortunate to have a strong support group of pilots' wives who get together on a regular basis, but not everyone in that situation is as fortunate.

Mr. Foshee said the project at SW 89th and Western Avenue is now ready to be paved but the Public Works Director says the outside temperatures have to rise before the asphalt work can begin.

Ms. Johnson thanked the Oklahoma Transit Association for presenting her with an award last Wednesday night.

Ms. Johnson said the Persimmon Hills Neighborhood Association is meeting tonight and invited everyone to attend.

Ms. Johnson thanked the City Manager for the new website and feels it is more convenient for people to e-mail her through the site rather than having to remember a long e-mail address.

Ms. Johnson also talked about the City funds wasted on rounding up animals when cattle trucks overturn. Her understanding is the County has contracts with cowboys to round up animals when these trucks overturn. She thought it would be best to let the County handle that task and no longer spend City funds on it.

Mr. Liebmann had a great neighborhood meeting in Copper Creek last Tuesday night. He reminded everyone about Friday being Valentine's Day.

Mr. Liebmann also likes the new website and gave accolades to the City Manager.

Mr. Couch reported the latest sales tax check, which included Christmas sales, was $1.4 million below target and was $1 million below last year's collections. The Use Tax was $400,000 below target for the month. This puts Oklahoma City $7 million behind for the first eight months of the year and may negatively impact the projections for next year.
