Mr. Liebmann had a great Fourth of July. He attended a parade and party at Quail Creek Park, which many people participated in.
Mr. Liebmann asked for the assistance of City staff in creating a website for the Trails Committee.
Ms. Johnson said General Benjamin O. Davis passed away this week. He was the first African American general in the United States Air Force. General Davis followed in the footsteps of his father, who was the first African American general in the United States Army.
Ms. Johnson asked Mr. Burkett what could be done about debris, tall grass and weeds and derelict vehicles being stored in some backyards in Ward 7. Ms. Johnson said neighbors of these people have problems with rodents, snakes and other pests coming into their yards from these properties. The citizens said they have been told nothing can be done about the problem since it is backyards. Ms. Johnson stated in order to revitalize neighborhoods these problems must be addressed.
Mr. Burkett said the problem he addressed this week was the question of these problem yards being fenced with sight proof fencing. City inspectors cannot go into these yards without permission from the landowner or a warrant. A warrant cannot be obtained without the complainant being willing to swear in court about the condition of the property. If the citizen can see the problem, they can certainly make the complaint.
Ms. Johnson said the situation came to her attention because a particular resident had nothing but a chain link fence between them and the offending property. The resident asked the inspector to come into their yard, with their permission, and the situation was still not addressed. Mr. Burkett asked Ms. Johnson to give him the address so he can investigate.
Ms. Simank said even with a sight proof fence, a health problem still exists for neighbors. Ms. Simank asked what could be done to give City inspectors more authority. Mr. Burkett said an ordinance could possibly be written.
Ms. Johnson stated some of the people reporting the offending properties don't want their identity known and do not want to swear to anything, but do not want the integrity of their own property compromised. Mr. Burkett said if complainants would allow inspectors into their own back yard where they can see the problem, the inspectors could swear to the condition of the offending property. The problem must be able to be seen and sworn to in order to obtain a warrant.

In the event of a sight proof fence, Ms. Simank asked if it was legal for an inspector to lean over the fence to view an offending property. Mr. Burkett said he was unsure if this was legal.
Ms. Johnson thinks citizens deserve to live in a pest-free environment and it is Council's and the City's responsibility to find solutions. Ms. Johnson asked Mr. Burkett to research the matter and try to come up with a solution.
Mr. McAtee and his wife attended a game in the Bricktown Ballpark on the Fourth of July and enjoyed the fireworks display after the game. They also took a ride on the Bricktown Canal. He encouraged everyone who had not ridden on the Canal at night to do so. Mr. McAtee said the boat captain does an excellent job of selling Oklahoma City.
This coming Saturday morning, the Musgrave-Pennington Neighborhood Association will dedicate their beautification project at the intersection of NW 23rd Street and Meridian Avenue.
Mr. McAtee said Ward 3 has had signs going up promoting other signs. Mr. McAtee asked Mr. Couch if anything could be done about the illegal signs.
Ms. Simank congratulated Musgrave-Pennington on the appearance of the NW 23rd Street and Meridian Avenue intersection. She also complimented the appearance of the residential area at Musgrave-Pennington.
Mr. McAtee said this neighborhood also has an issue with sight proof fencing hiding large amounts of debris. Mr. McAtee asked if something might be done while still respecting the Constitution and property rights of people.
Vice Mayor Cornett recognized a group of students who are participating in the Project Grove 21st Century Community Learning Center, sponsored by Douglass High School. XI. Citizens to be Heard.
