In late 2006, ETC Institute of Olathe, KS conducted a survey of citizens to gauge attitudes about a future bond issue election. The same firm conducted a survey of citizen attitudes about City government and services in 2005.
Street resurfacing projects were the top priority item among citizens polled in the 2006 survey. It was the top priority for one-third of those responding, and was in the top three for 55 percent of the respondents.
Survey results indicate the top six improvements residents would like to see funded include:
Eighty-nine percent of those polled said they would vote for the bond issue if it meant no increase in property taxes. The City schedules bond issue elections so that new bond issue programs begin as old ones expire, keeping the property tax rate the same.

In that survey, 77 percent of the citizens responding said street maintenance should be the top priority for City government in 2006 and 2007.
