The City Council formally adopted the "Preservation Guidelines and Standards for Oklahoma City Historic Districts" on March 11, 2003. These took effect on April 10, 2003.

The Council also approved a number of amendments to the Historic Preservation ordinance required to support the adoption of the Guidelines and Standards, as well as several other changes sought by HP stakeholders to improve the historic preservation process.

These include providing for the establishment of neighborhood based preservation review committees, redirecting appeals from the City Council to the Board of Adjustment, and inserting provisions that authorize the Historic Preservation Commission to deny requests for demolition of significant historic structures.
